1. Introduction
ZCCM Investments Holdings PLC ("ZCCM-IH" or the "Company") is an investments holdings company with significant interests in the Zambian mining industry. ZCCM-IH also has exposure to the financial services, energy and real estate sectors.
The Company has a primary listing on the Lusaka Securities Exchange, and secondary listings on the Paris Euronext and London Stock Exchanges. The Zambian Government (GRZ) directly holds 17.25% of the shares in ZCCM-IH through the Ministry of Finance and 60.28% indirectly through the Industrial Development Corporation (IDC), an investment company wholly owned by the Zambian Government. The remaining 22.47% is held by institutions and individuals. The geographical spread of the minority shareholders, who number around 4300, covers over 29 countries in Europe. Africa, the Caribbean. Australia, Asia and the USA.

2. Request for Proposals
ZCCM-IH invites Request for Proposals (RFP) from companies based in Zambia and beyond, wishing to tender for an equity investment in Limestone Resources Limited (LRL), a company formed as a result of the restructuring of Ndola Lime Company Limited (NLC).
LRL is currently a wholly owned subsidiary of ZCCM-IH. The core business of LRL is the continued mining of limestone from the Ndola site inherited from NLC and its processing and conversion into various lime products primarily, industrial quicklime, hydrated lime, agriculture lime and fluxstone. The main customers of LRL are the domestic mining companies and other industrial customers as well as the regional export market. LRL's limestone quary has an economic reserve of approximately 30 million metric tons.
The successful party will become a long-term shareholder in LRL. along with ZCCM-IH, and will collectively implement transformative Technical and Financial interventions to sustainably operate the company.
3. The Request for Proposals Process
The RFP is the first stage of a multi-stage tender process. The objective of the RFP process is to identify and select bidding companies that are interested in tendering for the investment and have suitable capacity, capability, and experience, particularly with mining and processing of limestone or related products.
ZCCM-IH is not committed contractually in any way to those applicants whose applications are accepted. The issue of this Request for Proposals does not commit or otherwise oblige ZCCM-IH to proceed with any part or step of the process.
As part of the RFP, the following documents are mandatory:
1. Corporate Information
Corporate Information
I) The name, address, telephone, and fax numbers of each member of the Bidder. and the names. lilles, and contact details of at least two representatives of the Bidder to whom correspondence may be directed, at least one of whom should be an authorised signatory of the Bidder
II) Directors and their functional designations
III) Place of registration and registration number of each member of the Bidder
IV) Tax registration AND compliance certificates, pension scheme compliance as well as workers compensation compliance
V) Memorandum and Articles of Association of the Bidder and each member of the Bidder (or equivalent constitutive documents)
VI) A detailed organogram and narrative of the organisational structure, the level of experience held by each member in the organisation, an explanation of the relationships between members of the Bidder, shareholding structure including equity percentages, roles and responsibilities
VII) A certified copy of the board resolution (or similar instrument) authorising the Proposal and participation in the LRL by the Bidder and each member
VIII) A copy of the consortium agreement or similar contractual arrangements botwoon members of the Bidder
2. Technical & Commercial Information
Technical Information
I) A complete statement is required on the following: Evidence of their prior experience with developments of similar size and technology. Specific reference should be given to operations of mine plants of a similar size.
II) Experience of the major equipment suppliers, including evidence of the major equipment suppliers' experience with similar equipment. Specific reference should be given to equipment operating in plants of similar type and size.
Commercial Information
Iii) Proposed Funding arrangements: A summary of the sources of financing to be used during development. Details of the anticipated debt and equity providers, including the currency denomination and percentage provided, must be shown.

Corporate Social Responsibility
Proposals must show the extent of use of Zambian management, labour, and resources.
I) Environmental rehabilitation and protection plan that recognizes the environmental requirements under the laws of Zambia.
ii) Statement of the relative amounts of materials supplied from the local Zambian market.
iii )Maximization of the use of local labour as well as Zambian management.
ZCCM-IH reserves the right to contact applicants to enquire about missing documents.
ZCCM-IH reserves the right to compile shortlists according to the capacity of applicants and the numbers of compliant proposals.
