Position Overview.
Pact seeks a Monitoring & Evaluation (M&E) Senior Officer for the ACHIEVE Zambia program. ACHIEVE is a five-year, USAID-funded global cooperative agreement with the dual objectives of attaining and sustaining HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/ AIDS and prevent HIV transmission among these populations; and supporting the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners. .
ACHIEVE has been funded by USAID in Zambia to implement a four-year activity which aims (1) to strengthen the capacity of the Ministry of Community Development and Social Services (MCDSS) to improve service outcomes and reduce the incidence of HIV in Vulnerable Children and Adolescents (VCA) and their families to accelerate and maintain epidemic control (2) build the capacity of the MCDSS and community structures to deliver quality social services and provide comprehensive case management for beneficiaries and (3) build MCDSS’s capacity to successfully implement Government-to-Government (G2G) activities in accordance with USAID’s policies and procedures. ACHIEVE will begin Activities in Zambia in December 2020. .
Reporting to the Project Director, the M&E Senior Officer will be responsible for all internal strategic information responsibilities related to the program, including all internal monitoring, evaluation, learning, and reporting of performance and results. S/he will liaise with relevant technical advisers and counterparts responsible for program monitoring and evaluation. The M&E Senior Officer plays a pivotal role in supporting ACHIEVE to demonstrate project progress and impact and to use data collected to make informed and timely decisions related to project implementation. .

Key Responsibilities
• Design and implement the project’s Monitoring, Evaluation, and Learning (MEL) Plan.
• Establish robust data collection, management, and reporting systems.
• Ensure project progress against targets is regularly tracked and evaluate project success in achieving objectives and goals.
• Regularly report results and data to USAID and PEPFAR through narrative reports and DATIM, as needed.
• Ensure data quality through data quality assessments, data cleaning, verification, and validation.
• Oversee all data collection efforts, including evaluations, surveys, assessments, and qualitative studies, for each program objective.
• Coordinate with USAID Mission colleagues on progress in relation to project indicators.
• Support configuration of ACHIEVE’s DHIS2-based data management system, imPact, to capture and track ACHIEVE Zambia’s performance indicator data.

Basic Requirements
• A Master’s degree in public health, epidemiology, social work, monitoring & evaluation, demography, biostatistics, statistics, analytics or a related field is required;
• Minimum of 5 years of work experience in designing, establishing, and managing monitoring and evaluation systems, ensuring data quality, and managing data intensive, performance-based programs funded by USAID;
• Demonstrated written, presentation, communication and organizational skills;
• Experience using data management systems, including data entry, extraction, and analysis;
• Demonstrated ability to perform complex data analysis utilizing Microsoft Excel, Stata, and/or Business Intelligence tools;
• Demonstrated ability to prepare quality data visualizations and present data to a variety of audiences.
Preferred Qualifications
• Local candidates preferred
• Experience collecting, tracking, and reporting on PEFPER MER indicators and experience entering data into PEPFAR’s DATIM system
