Summary Terms of Reference for baseline survey for the Childhood Blindness Program in Lusaka, Central and Eastern Provinces of Zambia

To establish baseline data for childhood blindness prevalence and service delivery in Eastern, Copperbelt and Lusaka provinces, against which final project results will be compared

2. Background of CBM’s work in Zambia
CBM’s Inclusive Eye Health (IEH) Strategy programmatically focuses on inclusive and comprehensive eye care programs, integrated into national systems. In Zambia, CBM has been supporting eye health services by expanding services, increasing outreach to underserved communities, and strengthening the national eye health system since the 1970s. Annually, CBM supports the treatment of over 50,000 people in Zambia with quality eye care services including around 2,000 eye surgeries.

3. Baseline survey Objective
The study is intended to gather pediatric eye care data, document the trends, explore possible barriers and enablers of a new Child Blindness Program. This will entail assessment of all indicators in order to establish baseline data, including crucial elements of the work against which later progress will be measured. The focus of this study will be on three provinces (Lusaka, Copperbelt and Eastern)

4. Methodology
This is mainly a desk review study, with some telephone interviews and selected field work (depending on covid19 situation). The evaluation method should be rigorous, yet proportionate and appropriate to the context of pediatric inclusive eye health. Where possible, the consultant should aim to triangulate data sources using a mixed methods approach to assess critical areas of IEH.

5.0 Required Expertise of the consultant/ consultant team:
• At least Master’s degree with demonstrable expertise (at least 10 years) in Public Health, Epidemiology, Community development, or Social Sciences.
• Postgraduate degree in Ophthalmology, with sub specialty in Pediatrics will be an added advantage
• Proven experience of at least 5 years in health studies
• Experience working with and undertaking research with most vulnerable groups/communities. Knowledge of children’s rights, excellent and demonstrated understanding of child protection, gender and cultural diversity issues in research and project design.
• Strong and proven capacity in both qualitative and quantitative methods
• If a team of consultants applies, details on the composition, roles and functioning of all individuals involved must be included in the Expression of Interest (EOI).

6.0 TECHNICAL AND FINANCIAL PROPOSAL
The consultant is expected to submit both the technical and financial proposal based on these terms of reference (ToRs) including his/her CV and a detailed work plan for the entire assignment to CBM. The consultant should submit necessary documents pertaining to licenses. The financial proposal should also include the Withholding Tax (which is normally paid directly to ZRA by CBM).
