The FHI 360 Zambia Country currently invites applications from interested candidates on the USAID Open Doors Project. The USAID Open Doors Project is an activity providing comprehensive HIV prevention, care, and treatment services to key populations in targeted provinces of Zambia with the goal of contributing to a reduction in new HIV infections, in alignment with Zambia’s National AIDS Strategic Framework (NASF), 2017 – 2021. Open Doors Project supports the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) as it works towards the goal of an AIDS-Free generation, in Zambia, as well as globally.
Position Title: Senior Monitoring and Evaluation (M&E) Officer – 1 Position
Location: Lusaka
Reports to: Advisor, Monitoring, Evaluation & Research
Basic function
The Senior M&E Officer will provide required support and supervision to the Monitoring and Evaluation Officers (MEOs) and will work closely with the Advisor MER officer to ensure that the program is meeting the donor reporting requirements and learnings and that best practices and success stories from the project are documented. .

Duties And Responsibilities
• Be responsible for managing programmatic data, assessing gaps in data, archiving, retrieval and providing ongoing quality assurance regarding data collection tools and methods.
• Designing and implementing health information systems focused on routine information at site, sub district, district, provincial and national level with specific emphasis on data quality improvement and strategic information systems.
• Provide data management technical support to strengthen and develop the data management components of the programme portfolio.
• Liaise with staff to ensure that lessons learned, and recommendations are used to modify existing programmes and incorporated in the design of new activities.
• Monitor data collection, collation, storage, analysis and reporting ensuring that data is audit worthy and donor reports are generated.
• Conduct training and provide technical assistance for data management; the use of information, tools and software for improving data quality.
• Contribute towards research and development of new and innovative mechanisms of managing and reporting health, social welfare epidemiological information.
• Develops Data management SOPs, implements, and enforces proper data collection policies, procedures and trains and educates reporting entities on data collection tools and systems. Establishes data quality standards and works with reporting agencies to ensure standards are met.
• Provide TA and build the knowledge and skills of staff in selected sites in the implementation of M&E, including data collection, collation, analysis, and use.
• Train and supervise Monitoring and Evaluation Officers for the improvement of data collection practices and processes.
• Develop and strengthen data collection systems for Health facilities and community level for the tracking of care and treatment -related services and referrals.
• Design, document, and implement information and data collection systems, processes, data sets, tools and flow charts.
• Execute all regular data cleaning processes necessary to maintain synchronization of information records in the project databases.
• Aggregate /Collate and validates data received from selected sites and prepare graphic and tabular presentation of data.
• Periodically performs data quality assessments on data reported by the selected sites.
• Assist with ongoing perfection of data systems and processes including updating of performance monitoring plans and performance indicator reference sheets.
• Produce progress reports on the status of indicator- data systems and on data collection.
• Escalate data issues needing attention to the MER Senior Advisor.
• Assist in preparation of data reports, training materials, and presentations to key stakeholders, publications, and identification of best practice.
• Present reports at different forums as necessary.


Knowledge, Skills, And Abilities
• Demonstrated knowledge of development, strengthening and maintenance of M&E systems, including indicator development, data collection and analysis, data validation and audits, and performance reporting.
• Knowledge of statistical analysis, quantitative and qualitative data collection and analysis.
• Experience in training and providing technical support to health professionals and managers on data quality improvement.
• Excellent facilitation and team management skills.
• Experience in the use of mobile data collection applications is desirable.


Qualifications And Requirement
• Maters or Bachelor’s degree with substantial experience in relevant subject areas including statistics, economics, international development, public policy, business administration; demography, epidemiology, informatics, research, or a related field.
• Minimum of 5 – 8 years of proven experience implementing monitoring and evaluation activities, data management and analysis experience.
• Prior utilization of Geographic Information System (GIS), web-based reporting and database management.
• In depth knowledge of USAID PEPFAR reporting systems.
• Strong attention to detail.
