CARE is an International Non-Governmental relief and development organization with various projects in Central, Copperbelt, Eastern, Muchinga, Luapula, Western, Lusaka, Northern, North-western, and Southern provinces of Zambia. CARE International in Zambia in collaborating with Commission of refugees, Ministry of Agriculture, department of forestry and departments of Community Development and Social services and UNHCR to implement the Enhancing the Self-Reliance and Resilience of Refugees and Host Communities in the Mantapala Refugee Settlement Zambia Project, Nchelenge District of Luapula Province, is seeking to recruit a qualified and experienced professional for the position of:
Development Officer – Entrepreneurial and Business Development Services
Location: Nchelenge District, Luapula Province
Job Summary
The Development Officer – Business Development will be responsible for facilitating the planning, implementation, monitoring and reporting of livelihood field activities working with the department of agriculture, department of forestry and departments of community development and social services. S/He will have strong entrepreneurial building skills as well as be strong in agro-business and marketing. The position holder will work with partner staff and other project staff providing technical support for promotion of entrepreneurship, business development, marketing and VSLA, promote gender equality, inclusive governance and building resilience actions in both the refugee and host communities of Mantapala Refugee Settlement. S/He will be responsible for planning and directing the operations of business interest groups. Contribute to creation of group policies, set goals and meet with potential investors and clients. S/He will also oversee all activities involved with the interest groups’ products and services, including marketing, distribution and sales. Train participants in financial management to determine ways to increase profits and reduce costs and help the groups to determine the future direction of their businesses. .

SPECIFIC DELIVERABLES
• Monitors project resources against established project parameters; as appropriate, performs on-site observation of day-to-day progression of project activities; prepares activity, status and problem reports for use by immediate supervisor(s).
• Provides field support; conducts workshops and training sessions as project facilitator; generally assists with community mobilization; resolves community problems in collaboration with stakeholders and/or escalates matters requiring follow-up by project leadership.
• Helps with the “ground level” planning (targeting and scheduling) for implementing programme activities; monitors the usage of resources and assets available for assigned components and provides guidance on their proper utilization.
• Verifies eligibilities and maintains records associated with specific project deliverables; carries out a number of periodic updating, reporting and data base management activities; collects, compiles, reports and maintains field data.
• As required by immediate superior and other project principals, undertakes special projects, studies and assignments.

Qualifications and Experience-:
• Diploma in agriculture/forestry/any social science from a recognized university/college
• Knowledge and experience in implementing entrepreneurship, livelihood and VSLA activities.
• Minimum of 3 years work experience in emergency programming
• Demonstrates good writing skills; gives constructive feedback; documents observations
• Ability to maintain confidentiality, security and accuracy of relevant data
