Monitoring, Evaluation & Research Officer (VMMC)

Position reports to: Monitoring, Evaluation and Research Advisor (VMMC)
Position Description and Purpose
The Monitoring, Evaluation & Research Officer will support the design, development and implementation of provincial monitoring, evaluation and research systems.
This includes the development of MER plans; implementation of data management and data use systems, mentoring data associates and facility personnel on routine data collection; coordinating research field work, data analysis and development of reports, abstracts and success stories. The officer will also work closely with the Knowledge Management and Communications Advisor to implement project specific knowledge management initiatives. Through these systems the officer supports and influences program performance and quality improvement; providing evidence for program planning, monitoring implementation with participatory data review to inform course corrections and strategy change, as well as introduction of innovative data visualization and use tools in appropriate audience specific formats.
The officer is also responsible for relationship management with key strategic information stakeholders especially PHO and DHO counterparts; capacity building, mentoring and management of data associates and supports provincial technical teams MER needs. .

Specific Responsibilities:
MER Systems Development
• Develop M&E plans/strategies detailing project specific routine monitoring activities, planned evaluations and personnel coordination and management.
• Design/adapt and revise Data Collection Tools (DCTs) and Data Management Systems in consultation with key program and technical personnel.
• Develop service delivery flow charts and job aids in conjunction with key program and technical personnel.
Routine Monitoring/ Data Management
• Daily/monthly data collection, collation and compilation from facilities.
• Monthly data verification exercises ensuring province-wide facility coverage.
• Upload monthly data into project database ensuring data validation pre and post upload
• Submit VMMC reported data for MC provider payments budgets to MER Advisor.
• Conduct quarterly data quality assessments covering all supported facilities annually
• Review routine data analysis in IPT, data review presentations, bulletins and monthly reports Provide data for abstracts, manuscripts or other technical team needs as required.
Evaluations/Research
• Support development of research implementation plan and budget.
• Training of field personnel/survey team and field work coordination.
• Identify abstracts and potential manuscripts, support drafting of abstracts and papers, ensuring data inputs and accurate results.
• Carryout data entry, cleaning of research/evaluation data sets.
• Support evaluation dissemination events with appropriate dissemination tools.
Knowledge Management
• Identify case studies and success stories from project reports and activities.
• Support team members to review and rewrite case studies and success stories.
• Support knowledge asset identification, archiving and retrieval, following up with project team members to ensure organization KM tools are consistently used.
• Development, update and share project bulletins (internal and external) with project stakeholder mailing list.
Quality Improvement
• Support data management and reporting for program quality assessments/initiatives e.g. SBMR.
Program Planning and Reporting
• Provide technical team evidence to inform development of project strategies and work plans.
• Support project team in the development of Donor reports (Quarterly, SAPR, APR, IPR) and other organization wide reporting requirements using DATIM, JADE and TRAINSMART.
Relationship/Stakeholder Management
• Represent Jhpiego at technical working groups and other relevant meetings with MOH (PHO,DHO)
• Cultivate strategic MER relationships and alliances with other implementing partners
Capacity Building and Personnel Management
• Recruitment of Data Associates
• Training and mentorship of data associates and facility personnel
• Provide leadership and guidance to the technical team and program counterparts on specific MER needs especially data use for programmatic decision-making
• Liaise with MER Advisor/Director to request MER technical assistance and other support as necessary to implement project activities.

Required Qualifications:
• Bachelor’s Degree in related field or equivalent
• Experience implementing USG funded programs
• Understanding of Donor regulations, compliance and reporting requirements.
• At least Six years of experience in successful field implementation and management of M&E programs in any of the following areas: HIV/AIDS: Testing, Treatment, PMTCT OVC, Gender, PrEP, VMMC, Other Prevention or TB programs for public, private or NGO sector
• Statistical software proficiency using: SPSS, STATA or Epi-Info
Technical skills in monitoring and evaluation:
• Timely data analysis, synthesis and communication of results
• Design and implementation of program monitoring systems
• Development and field-testing of data collection instruments for M&E indicators
• Data collection planning and implementation (routine or survey)
• Translation of complex data systems and results into understandable lessons learned and action priorities for programmatic and other technical staff
• Quality improvement approaches to strengthen service delivery
• Excellent interpersonal relationship skills
• Results-oriented and decision-making skills
• Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to achieve desired results
• Must be computer literate.
• Strong communication (writing and oral presentation) skills
