JOB DETAILS:
The World Health Organisation (WHO) office in Zambia wishes to recruit a suitably qualified, experienced, capable and self-motivated individual to fill the position of Childhood Cancer.
BACKGROUND
Each year, more than 300,000 children are diagnosed with cancer globally. The vast majority of these children live in low- and middle-income countries (LMIC) where treatment is unavailable or unaffordable. As a result, approximately 30% of children with cancer in LMIC survive, compared to more than 80% in high-income countries (HIC). This profound inequity is a threat to the attainment of universal health coverage and the realization of political commitments in the 2030 United Nations (UN) Agenda for Sustainable Development. In September 2018, at an inaugural side event on childhood cancer at the UN General Assembly following the Third High-Level Meeting on Noncommunicable Diseases (NCD), the World Health Organization (WHO) launched the Global Initiative for Childhood Cancer with the goal of reaching at least 60% survival rate for children with cancer by 2030, while reducing suffering. If successfully implemented, approximately one million additional children with cancer can be saved in the next decade. The position is to undertake all aspects of childhood cancer care related to the Global Initiative for Childhood Cancer focusing on technical product development, stakeholder engagement and country support.
TITLE: National Professional Officer Childhood Cancer (Special Services Agreement)
GRADE: NOB
CONTRACT DURATION: One year
DUTY STATION: Lusaka .

DUTIES:
Under the supervision of the Country Representative and guidance of National Professional Officer. Non Communicable Diseases the incumbent will be responsible for supporting Ministry of Health and will have the following duties:
1. Serve as a technical lead at the WHO country office concerning childhood cancer care; respond to inquiries and provide detailed and technical information concerning related principles, practices, issues, measures, techniques and procedures
2. Provide technical inputs and support implementation and adaptation of products to meet the needs of the country, monitor progress in implementation through routine calls with the MoH and country counterparts and stakeholders.
3. Convene stakeholders within WHO and UN agencies as well as national experts to support implementation of the programme.
4. Organize national consultations and facilitate engagement of strategic partners to develop a national governance structure for the childhood cancer
5. The Officer will also perform any other activities assigned by the Country Representative.

FUNCTIONAL SKILLS
• Knowledge of and experience in planning, project management, implementation, monitoring and evaluation of programs in cancer control, NCD prevention and control and related areas.
• Experience and proficiency in working with government and other partners in an effective and culturally competent manner and ability to advocate negotiate and partner.
• Technical expertise in Public health
• Ability to work effectively with colleagues at national and sub-national levels and within WHO
• Excellent writing and oral skills, including ability to analyze complex data and to summarize and communicate these to a wide range of audiences and cultures.
• Good interpersonal, coordination, facilitation and leadership skills with the ability to motivate and convey enthusiasm to co-workers and target audiences.

QUALIFICATIONS:
Essential:
• University Degree in Health-related field, Public Health or Social Sciences with Post-graduate specialization in pediatric or cancer related fields.
Desirable:
• Master's degree in Public Health and / or paediatric oncology
EXPERIENCE:
Essential:
• Minimum of 5 years of professional practical experience in NCDs programmes at provincial or national levels.
• Experience in working in cancer and or childhood cancer will be an advantage.
Desirable:
• Experience in working with United Nations, bilateral or other multilateral organizations in the country
LANGUAGES
• Excellent knowledge of both written and spoken English.
OTHER SKILLS:
Essential:
• Demonstrated ability to write technical reports in a concise manner.
Others:
• Excellent understanding of participatory learning and development, Internet-based learning and networking as well as command of word-processing, spreadsheet and database.
