Provincial VMMC Technical Officer
LOCATION: Petauke (1)
REPORTS TO: Provincial VMMC Manager
Purpose
The Provincial technical Officer VMMC will be responsible for providing oversight to a number of districts supported by Jhpiego in a province. The provincial technical officer will work closely with the provincial coordinator and district VMMC focal point persons to ensure that Jhpiego supported districts and facilities are able to collect, analyze and interpret data for decision making. The technical officer will also ensure that commodities for VMMC are available in the district. He/she will also represent Jhpiego at district coordination meetings. Other responsibilities are listed below: .

Responsibilities
• Develop and implement provincial quality assurance schedule to Jhpiego VMMC service delivery sites.
• Liaise with facility in-charge to develop and monitor quality improvement plans.
• Maintain electronic records of quality assurance visit.
• Organize clinical trainings as necessary.
• Conduct mentorship to facility staff.
• Ensure Jhpiego VMMC sites sufficiently stocked with VMMC supplies and consumables.
• Liaise with community mobilization staff to coordinate outreach activities.
• Maintain strong relationship with facility in-charges.
• Represent Jhpiego in provincial and district level meetings to facilitate Jhpiego’s interests in the province.
• Support community mobilization efforts to ensure continuity of service delivery at provincial level.

Job Qualifications: Not Specified Required Qualifications
• Degree in clinical medicine and with 6 – 7 years’ experience OR Diploma in clinical medicine and/or nursing plus 9-10 years’ experience in in the medical field and in provision of male circumcision.
• Strong clinical mentorship skills
• Demonstrated experience implementing quality assurance and improvement programs
• Certified as a VMMC provider by a recognized institution. Jhpiego-trained preferred
• Strong leadership and technical capacity to support service delivery, especially at the provincial and district levels;
• Demonstrated ability to work with efficiency and diplomacy, as part of a team effort
• Demonstrated presentation and oral communication skills
• He/she must be computer literate in Microsoft Office applications (Word, Excel, Power Point) and Microsoft Outlook
• Be able to handle and analyse data and process documents/reports.
• Valid practicing license with the Health Professions Council of Zambia and General Nursing Council.
