JOB DETAILS:
The National HIV/AIDS/STI/TB Council (NAC) established through an Act of Parliament No. 10 of 2002, is charged with the responsibility of developing and coordinating policies, plans and strategies for the prevention and combating of HIV, AIDS, TB and STI in order to reduce the impact of the epidemic
To enhance its mandate, applications are invited from suitably qualified and experienced candidates for the vacant post of CCM Programme Officer - Finance to be based at NAC Headquarters in Lusaka.

CCM Programme Officer, Finance, Grade 4
Job Purpose
Reporting to the Country Coordination Mechanism (CCM) Administrator, the CCM Programme Officer- Finance will support the effective implementation of the Global Fund Grants and ensure sustained coordination with other national programmes being carried out under the coordination of the Zambia National Strategic Framework.

Principal Accountabilities
• Conducts and coordinates meetings and activity under Country Coordinating Mechanism.
• Conducts and coordinates CCM planning activities.
• Ensures all CCM meeting proceedings are properly recorded and filed.
• Participates in revising oversight field visit tools.
• Prepares and presents quarterly reports to CCM committee for the subsequent presentation to the CCM.
• Reviews and updates CCM manuals and costed workplans for CCM Committees
• Prepares and reports on various grants. Prepares monthly expenditure reports according to the approved Budget.
• Ensures imprest management is in accordance with the financial regulations.
• Coordinates statutory audits and other financial reviews.
• Supports financial and management reporting for NAC and CCM and other reporting obligation.
• Prepares concept notes for Resource Mobilization.
• Maintains appropriate internal controls and financial procedures according to NAC guidelines.
• Performs other related duties as required.

Knowledge and skills Requirements
• Full Grade Twelve (12) Certificate or equivalent, with credits or better including English and Mathematics.
• Applicants should be in possession of a Bachelor of Accountancy, ACCA, CIMA or ZICA.
• At least 5 years relevant experience in Accounting and grant management.
• Experience in developing workplans and providing related technical support.
• Fluent in English, and any other Zambian language.
• Computer literate in accounting package, preferably Microsoft Office and Microsoft Dynamics.
• Must be a paid up ZICA member
• Strong analytical skills and workshop facilitation skills
• Excellent interpersonal skills
• Strong oral and written communication skills
• Assertive and confident
• Very good organization and multitasking skills
• Team player and able to work under minimum supervision
