JOB DETAILS:
The Higher Education Loans and Scholarships Board (HELSB) is a Statutory Body established by the Higher Education Loans and Scholarships Act No. 31 of 2016 to provide for the administration of scholarships and the Loan Scheme.
HELSB is inviting applications from competent, enthused and suitably qualified candidates to fill the position of
Chief Executive Officer

a. Job Purpose
To oversee the mobilisation and management of financial resources in order to ensure a sustainable Fund and administration of loans and scholarships to eligible students intending to pursue higher education.

b. Principal Accountabilities
• Overseeing the development and review of policies, regulations and guidelines in order to guide the administration of loans and scholarships.
• Overseeing the mobilisation of financial resources in order to facilitate operations of the Board and enhance service delivery in the administration of loans and scholarships.
• Overseeing the administration of loans and scholarships in order to facilitate granting of loans and scholarships to eligible students.
• Overseeing the development and review of the Loans Disbursement and Recovery System in order to facilitate loan disbursements, recoveries and Fund sustainability.
• Overseeing the development and implementation of public awareness programmes. in order to educate stakeholders and the public on loans and scholarships.
• Overseeing the development and maintenance of strategic collaborations and linkages with agencies offering scholarships and other key stakeholders in order to increase student financing, widen beneficiaries and enhance transparency and accountability in the award and recovery of loans and scholarships.
• Overseeing the provision of secretariat services in order to facilitate the conduct of the Board of Directors' business.
• Overseeing the development of risk management initiatives in order to mitigate risks. Ensures the maintenance and updating of the Loan Beneficiary database in order to facilitate storage, retrieval and processing of information.
• Overseeing the monitoring and evaluation of Board programs in order to assess their impact and facilitate the development of appropriate interventions.
• Overseeing the development of work plans and implementation of the Annual Performance Appraisal System (APAS) in order to monitor, evaluate and enhance performance.
• Overseeing the effective management of human, financial and other resources in order to facilitate achievement of Institutional objectives.

b. Qualifications and Experience
• Full Grade 12 Certificate;
• Bachelor's degree in Business Administration, Economics, Statistics, Public
• Administration or its equivalent;
• Master's degree in Business Administration, Economics, Statistics, Public
• Administration or its equivalent;
• PhD in a relevant field will be an added advantage; and
• Minimum relevant job experience of 10 years, of which 5 years should be at senior management level.

C. Skills and Attributes
• Able to write technical and analytical reports;
• Able to communicate fluently in English;
• Computer Literate.
• Other Skills/Attributes: Leadership, Integrity, Interpersonal and Analytical skills.

Level of Education:
Bachelor Degree

The Chief Executive Officer will serve on contract for a term of three (3) years and may be eligible for re-appointment subject to satisfactory performance. The salary and other benefits attached to this position will be determined by the Board of Directors in accordance with the HELSB approved salary structure.
The preferred candidate must demonstrate strong leadership skills and competences to be able to lead a team of diverse professionals.
