Counterpart International is currently seeking a Chief of Party to lead the anticipated USAID Open Spaces Zambia Activity (OSZA). Open Spaces Zambia Activity strives to strengthen the democratic foundations of freedom of speech and assembly, independent and new media, and safeguarding a space for activists, human rights defenders, and oppositional voices to protect shrinking democratic space in Zambia. This position is based in Lusaka, Zambia. .

Responsibilities
The Chief of Party (COP) will lead the implementation of the five-year USAID-funded Open Spaces Zambia Activity. This activity will strengthen the foundations of freedom of expression and assembly, safeguarding a space for activists, human rights defenders, oppositional voices, and independent and new media. The COP will provide vision and technical leadership, oversee staff management and development, and ensure the highest quality of project implementation, communication, reporting and monitoring, evaluation, and learning.
Primary responsibilities include but are not limited to:
• Provide overall project and staff leadership, management, quality control, and technical direction, while ensuring compliance with donor requirements and regulations and Counterpart policies and procedures.
• Build an integrated vision among diverse project components and stakeholders, with a focus on achieving results.
• Identify obstacles and risks related to implementation in a timely manner and suggest appropriate adjustments to the home office and donor.
• Liaise with USAID/Zambia, key implementing partners, and other donors.
• Represent the Activity and Counterpart International with key governmental and non-governmental stakeholders.
• Lead strategy design and annual workplan development and oversee program monitoring and reporting.
• Lead the development and implementation of the Project’s sustainability strategy.
• Manage and supervise the work of project personnel, implementing partners and grantees, with a focus on achieving work plan targets and core results in a timely manner.
• Provide mentoring and professional development support to project staff, with emphasis on building capacity of national staff.
• Oversee field operations, including office finances, sub-awards, and HR practices.
• Ensure that long- and short-term technical assistance provided by the project is technically sound and appropriate for the local context.
• Represent the project at technical, learning, and networking events.
• Coordinate activities between the field office, Counterpart International, and project partners’ headquarters.
• Perform other duties and responsibilities, as required.

Qualifications
Required:
• Higher level degree or equivalent in Governance, Political Science, Journalism, or other relevant field.
• Minimum of fifteen (15) years related experience; at least ten (10) years of experience working in media development, human rights and civil society, preferably in Zambia or the region.
• Successful track record in leadership and personnel management, demonstrating strong communication and teamwork skills.
• Demonstrated skill in supervising, designing, managing, and implementing donor-funded technical assistance projects for media strengthening, internet freedom, and civic tech.
• Excellent interpersonal skills and the ability to lead and work on a multi-partner team.
• Ability to establish strong working relationships with senior officials in government, local government, civic leaders, private sector, and international donors.
• Strong multicultural, interpersonal, and supervision skills.
• Professional proficiency in English required.
• Knowledge of USAID and other USG assistance policies and reporting requirements, and previous experience in managing complex USG or bilateral donor-funded projects with sub-grants portfolio.
• Previous experience managing media development and/or strengthening programs.
Preferred:
• Previous experience as a Chief of Party, Deputy Chief of Party, and/or Team Leader of a comparable multi-dimensional USAID project.
• Intimate knowledge of USAID and USG best practices and approaches to digital development, democracy in a digital age, and working in closed and closing civic spaces.
• Experience in building public-private partnerships to advance development.
