PURPOSE AND RATIONALE OF THE EVALUATION
Restless Development Zambia would like to commission an Endline evaluation of the Chimwemwe Teens project. This evaluation will assess the results and effectiveness of the intervention that has been implemented for the past one and Half years in two communities in Kapiri Mposhi district of Central province in partnership with the National stakeholders from the Ministry of Health in making sure that Young people have knowledge and skills and are meaningfully engaged in assessing SRHR service provision.
This is an evaluation study intended to verify attainment of outcomes, assess to what degree the program met the objectives and how relevant was the program design and implementation model/approach.

Specifically, this evaluation seeks to;
• Assess indicator achievement against the targets
• Examine the extent to which the project attained its objectives (effectiveness)
• Assess the project’s efficiency over the project implementation period;
• Assess the relevance of the project in the target communities and District.
• Measure the outcomes of the project on its intended beneficiaries.
• Establish the potential for sustainability of the programme beyond its lifespan.
• Document recommendations and lessons learnt to guide future projects design.

Background to the programme
The Supporting Empowered children and adolescents project designed by Restless Development Zambia aimed to “improve resilience and health outcomes among vulnerable adolescents” by complementing the ECAP consortium’s intention to strengthen a “comprehensive case management pathway”. It specifically aimed to improve the follow up, care and services targeting vulnerable adolescents, in particular girls towards an efficient case management system for vulnerable AGYW.
Too often duty-bearers fail to provide adequate services because adolescents are not given the opportunity to be engaged and give feedback on the manner in which they are reached or on the content of the services provided. Their needs in terms of accessing quality health, HIV, social and economic services need to form an efficient case management system for vulnerable adolescent girls and young women (AGYW).

Chimwemwe Teens project objectives
• FOLLOW-UP: build the capacity of ECAP II case workers in better understanding and responding to the needs of adolescents as they follow-up on their case;
• SERVICE: improve the services available to vulnerable adolescents by assessing/improving the offer in terms of quantity, quality, accessibility, relevance
• ACCOUNTABILITY: make the whole case management system for vulnerable AGYW more accountable to vulnerable adolescents themselves.

SCOPE OF THE EVALUATION
Boundaries of the evaluation
• The Project lifespan: The Chimwemwe Teens project has been implemented from 1st October 2021 to August 16th 2023. The evaluation will cover the entire period that the project has been implemented.
• The geographical coverage: The endline evaluation will cover Mutaba and Matilyo communities of Kapiri Mposhi district.
• Thematic coverage: The Chimwemwe Teens project has implemented activities from the following thematic areas; Sexual and Reproductive Health and rights, Voice and Governance and Meaningful youth engagement

The endline evaluation will assess and evaluate results and outcomes from all the thematic areas.
Evaluation criteria:
In responding to objectives, the consultant is required to consider the following criteria:
• Relevance: The extent to which the activities were suited to the priorities of the different stakeholders including, Young adolescent girls and boys in the 2 communities, ECAP II. Ministry of health and Project partners.
• Effectiveness: The extent to which the outcomes were achieved relative to the outputs.
• Efficiency: How economically any resources (funds, expertise, time etc.) were being converted to results.
• Results/Impact: A consideration of the positive and negative results, whether direct or indirect, intended or unintended. This will involve an analysis of what results are attributable to the work of Restless Development through the Chimwemwe Teens project and partners.
The consultant shall assess the extent to which the project has established and built capacity of the adolescent girls and boys, ECAP II and other partners to ensure the continuation of project outcomes. Specific issues to be examined under this objective are;
• Highlight of How the project has been able to support and build capacity of various groups of people participating in the project.
• Highlight of How the project has been able to work with ECAP II Partners, existing government, community and other stakeholder structures in building their capacity to be able to sustain the project.
• Identify the various challenges that may affect the sustainability of the project and suggest adequate solutions which will be relevant for similar future programming.

EVALUATION APPROACH AND METHODOLOGY
Outline of the Evaluation Methodology
The consultant in submission of a full proposal will suggest a methodology that may not be limited to;
• A methodology that sees the active participation of adolescent young women and girls and adolescent young men and boys in the evaluation.
• Use of participatory quantitative and qualitative methodologies.
• Structured Interview questionnaire-based survey forms to be administered to adolescent young women and girls and adolescent young men and boys in communities.
• Use of participatory techniques of data collection like focus group discussions, secondary data analysis, including review of relevant documents; previous evaluation findings and obtaining relevant data from Restless Development information systems.
• Local stakeholders will include; community members, school staff, adolescent young girls and women and adolescent young boys and women and local partners which will include selected partners we have been working with.
• Project Concern Zambia and partners that the project has trained and worked with in meaningful youth engagement.
• Government will include; Ministry of Health at district level as well as the clinic personnel that have interacted with the project.

Data sources, data collection and data analysis methods
This evaluation will draw on the following documents for secondary data;
• Project proposal
• Project logframe and indicator mapping table
• Project activity reports
• Project case studies
• Project end of year 1 evaluation
• Project year 1 and 2 service mapping reports

Primary data will be gathered from a wide range of actors, including:
• Adolescent young women and girls and Adolescent young men and boys
• Project volunteers (Adolescent agents of change)
• Partner organisations
• Community members
• Community Based Organisations
• Restless development staff
• Project Concern Zambia staff

Sampling strategy
In the proposal, the consultant will detail their planned sampling strategy based on the information provided in this document, Regardless of which sampling methods will be selected, the consultant should try to adhere to the following when doing sampling:
• Ensure the sample is representative and contains a good cross section of stakeholders. This means, mixing ages, mixing genders, mixing education/ employment levels etc- trying to get perspectives from all stakeholders
• Try to minimise sampling bias, i.e. Talk to all concerned parties. In order for us to learn and ensure we deliver quality projects and programmes we must get perspectives, positive and negative, from all types of people.

OUTPUTS / DELIVERABLES
• An inception report with clear design, approach, Methodology, evaluation work plan, clear timeframes and data collection tools to execute the evaluation.
• Plan for training of investigators (surveyors etc.)
• Data analysis plan.
• Preliminary findings in tabular manner.
• Two draft reports in electronic format to Restless Development for feedback, in line with agreed timeframe and in accordance with the format prescribed by Restless Development.
• Comprehensive final report in electronic format to Restless Development, in line with the agreed timeframe, and in accordance with the format prescribed by Restless Development.
• All data to Restless Development before contract end-date.
• A PowerPoint presentation should be made available to Restless Development delineating the findings – one which can be shared with for internal and external communication.
• Impact brief (2-3 pages) summarising the main findings and key learning
points.

CONSULTANT REQUIREMENTS AND EXPERIENCE
Each proposal should include:
• Relevant and sufficient previous work experience.
• A detailed plan of how the research will be carried out, including:
The process of obtaining any permissions necessary to carry out the research.
The sampling strategy.
Examples of previous work in the field including detailed CVs of the key person(s) involved in the study.
Data entry plan outlining how many people will be allocated to this task, how you will implement quality control and whether data will be processed locally or sent to an external data processor.
A description of deliverables;
• An outline of the agency’s skills and capacity to undertake and manage the research, including quality assurance, organisational background and references;
• A timetable for the study, a commitment to meeting the deadlines and a narrative of how these deadlines will be met;
• The names and contact details of two referees for whom your organisation has carried out similar work.

BUDGET AND PAYMENT SCHEDULE
Restless Development will make available a maximum budget of K120,000 tax inclusive to the successful consultant for the successful completion of the deliverables outlined.
The successful consultant shall be expected to design a work plan and corresponding budget to be appended to this Terms of Reference and approved by Restless Development before work commences.
The consultant will issue an invoice to Restless Development in line with the following payment schedule, following delivery of the outputs to Restless Development’s expected level of quality:
➔ 50% of total budget at the start of consultancy
➔ Balance payment following completion of and approval by Restless Development, of all agreed deliverables.
