PURPOSE OF THE CONSULTANCY

Restless Development is seeking the services of a qualified and experienced consultant to provide invaluable support in three crucial areas: the development of videos, the design of youth-centric animations, and the design and printing of U-Report publicity materials. The U-Report is a platform that allows young people to express their opinions on issues that matter to them, and we aim to use this platform to promote and raise awareness on various topics such as harmful practices, gender-based violence (GBV), and ending child marriages. The Government of the Republic of Zambia (GRZ) is taking steps to eradicate child marriages and their resulting harmful practices by 2030 by adopting deliberate policies that address gender inequality in the country in line with the United Nations (UN) Sustainable Development Goal (SDG). Some of the efforts taken include the enactment of the Children’s Code Act of 2022, which explicitly prohibits harmful cultural rites and religious or traditional practices that are likely to negatively affect the child’s life, health, social welfare, dignity, and physical or psychological development.

BACKGROUND TO THE PROGRAMME

Restless Development, in partnership with UNICEF, is implementing the Chitetezo project, aimed at ending child marriages (ECM) and gaining further understanding of the resulting harmful practices (HP), including teenage pregnancies and gender-based violence (GBV), as they relate to young people. Additionally, the project will include a vigorous social media advocacy and awareness-raising campaign. The campaign aims to target parliamentarians, religious and traditional/religious leaders, local authorities, and other decision-makers, as well as engage and educate wider audiences, including young people, parents, and the broader community, to create a more significant impact and mobilise support for the cause.

OBJECTIVES: 

The primary objectives of this consultancy are as follows:

  • Develop videos that effectively communicate key messages related to avoiding harmful practices, early marriages, and gender-based violence as they relate to young people. These videos and youth-centric animations should depict realistic situations concerning child marriages and GBV, aiming to disseminate key advocacy messages for behavior change. The focus is on raising awareness about the child safeguarding policy and the Children’s Code Act that have been enacted. The target audience includes young people between 10-24 years old, parliamentarians, religious/traditional leaders, local authorities, parents, and the wider community. The consultant will collaborate closely with young people from three provinces who are leading peer-to-peer activities to ensure their insights and perspectives are integrated into the video creation process.
  • Create videos with key advocacy messages on child marriage and harmful traditional practices, specifically targeting young people, parliamentarians, religious leaders, traditional leaders, and other local authorities.
  • Design high-quality, eye-catching, and creative U-Report publicity materials. These materials should effectively promote awareness of the U-Report platform and encourage young people to participate actively. They should be designed to be easily adaptable for both print and digital platforms.
  • Develop engaging and informative youth-centric animations that raise awareness about harmful practices and child marriages, as well as encourage active participation in the U-Report platform. These
  • Animations will be used on various platforms, including the Chitetezo project’s social media channels such as YouTube, Facebook, Twitter, and Instagram.

SCOPE OF WORK: 

  • Script Development:
    Collaborate with young people from the three provinces leading the peer-to-peer activities to develop compelling and relevant scripts for the videos and youth-centric animations. The scripts should effectively communicate key messages about harmful practices, early marriages, and gender-based violence, resonating with the target audience of young people between 10-24 years old, parliamentarians, religious leaders, traditional leaders, local authorities, parents, and the wider community.
  • Storyboarding:
    Create storyboards for the videos and youth-centric animations to outline the visual flow and sequence of scenes. Storyboards will serve as blueprints for the production process and ensure the visual storytelling aligns with the advocacy messages.
  • Animation Production:
    Develop youth-centric animations that effectively communicate key messages about harmful practices, gender-based violence, and child marriages. These animations should be visually appealing and resonate with all target audiences.
  • Video Production:
    Film and produce the videos, incorporating the agreed-upon scripts and storyboards. The videos should be creative, engaging, and informative, utilizing suitable cinematography, animations, and visual effects to deliver the messages effectively.
  • Design of U-Report Publicity Materials:
    Create high-quality, eye-catching, and creative U-Report publicity materials, such as posters, flyers, and social media graphics, to promote awareness of the U-Report platform and encourage young people to participate.
  • Feedback Incorporation:
    After conducting consultations with young people from the three provinces, incorporate their insights, perspectives, and recommendations into the videos and U-Report publicity materials. This will help ensure that the content aligns with the needs and preferences of the target audience.
  • Incorporating Sign Language:
    Include sign language interpretation in the videos and animations to promote inclusivity and accessibility for people with disabilities.
  • Dissemination Strategy:
    Collaborate with the project team to develop an effective strategy for disseminating the videos and animations across various platforms, including YouTube, Facebook, Twitter, and Instagram, to reach the target audience.
  • Timeline and Milestones:
    Provide a detailed timeline with milestones for the completion of each deliverable, allowing for periodic reviews and feedback from the Chitetezo project team.
  • Reporting and Communication:
    Maintain regular communication with the Chitetezo project team to provide progress updates, discuss challenges, and seek feedback during the production process

DELIVERABLES: 

The consultant will be expected to deliver the following:

  • Develop five scripts and five storylines/storyboards for the videos.
  • Deliver one to three-minute videos on child marriage, harmful practices, and GBV, including pre and post-production edits.
  • Deliver five youth-centric animations on child marriage, harmful practices, and GBV.
  • Submit five videos and animations in multiple formats for online and offline dissemination (social media, YouTube, and website).
  • Produce 200 copies of U-Report publicity materials, such as posters, flyers, and stickers.

CONSULTANT REQUIREMENTS

The ideal consultant should possess the following qualifications and experience

  • Proven experience in developing HD videos and storytelling targeted at behavior change, with a focus on youth-centered content.
  • Proven experience in designing publicity material for diverse cultures.
  • Proven expertise in developing advocacy materials on topics related to young people, GBV, and child marriage.
  • An experienced team of scriptwriters and directors.
  • Experience conducting consultations or participatory workshops with young people is highly desirable.
  • Familiarity with the U-Report platform or similar youth engagement initiatives is an advantage.
  • Ability to work collaboratively with stakeholders and meet project timelines effectively.
  • Excellent communication skills and the ability to incorporate feedback effectively.

Reporting:  The consultant will be supervised by Restless Development Zambia, including regular follow-up meetings, to ensure that the documents and videos produced by the consultant are reviewed and  approved by Restless Development Zambia. The consultant’s work will have to satisfy Restless Development.

ASSIGNMENT LOCATION:

  • Western province (Nalolo and Mongu districts)
  • Eastern province (Chipata, Kasenengwa and Chasefu districts)
  • Lusaka province (Lusaka & Chilanga districts)

BUDGET & PAYMENT SCHEDULE

Restless Development will make available a maximum budget of ZMW 151,490, tax inclusive, to the successful consultant for the successful completion of the deliverables outlined. The successful consultant shall be expected to design a work plan and corresponding budget to be appended to this Terms of Reference and approved by Restless Development before work commences.

The consultant will issue an invoice to Restless Development following delivery of the outputs to Restless Development’s expected level of quality. Payment will be made according to the following schedule:

  • 50% of the total budget at the start of consulting
  • Balance payment following completion and approval by Restless Development of all agreed deliverables.
