Introduction
Habitat for Humanity Zambia (HFHZ) is an affiliate of Habitat for Humanity International, a worldwide non-profit ecumenical Christian ministry with a vision to see “A world where everyone has a decent place to live.”
Habitat for Humanity International launched the Home Equals Global Advocacy Campaign that will run from 2023 to 2028 with a goal to “increase equitable access to adequate housing specifically for people living in informal settlements”. The 4 thematic focus areas of the Campaign include:
1) Empowered Participation: An inclusive stakeholder process will incorporate the priorities, needs, experiences and voices of individuals and their communities.
2) Reliable and sustainable basic services: The provision of basic services, when developed in an inclusive and integrated manner, will contribute to reducing social inequalities.
3) Climate resilience: Advocating for the issue of climate vulnerability ensures the stability, security and resilience of families and communities.
4) Secure tenure: With security of tenure people are more likely to invest in their homes, families and communities.
Background
Zambia is a fast-developing lower middle-income country with an estimated population of 19,610,769 people and a growth rate of 3.4 per cent. The country has one of the highest urbanization rates in Sub-Saharan Africa pegged at 4.23% that has offset the proliferation and expansion of informal settlements that are home to 70% of the urban population characterized by appalling conditions such as poor/dilapidated housing, inadequate water and sanitation, lack of security of tenure, and other basic support infrastructure.
Despite the government launching the National Housing Policy (2021) with progressive measures on participatory slum upgrading, there has been limited political will to see this through as evidenced by unsustainable budgetary allocations. For instance, a paltry ZWM111.9 million out of the ZMW167.3 billion was allocated in the national budget for housing and the government through the Ministry of Infrastructure, Housing and Urban Development plans to construct a paltry 100 social houses for the vulnerable and upgrade 1 informal settlement during the 2023 fiscal year in a country with 10 provinces and 100’s of informal settlements that need upgrading.
The insufficient national budgetary allocations towards informal settlement upgrading are even worse at municipal level where revenues collected are equally insufficient to facilitate holistic upgrading programs. As a result, informal settlements are disproportionately affected by climate change induced disasters such as flooding that leaves many residents literally homeless during the rainy season exposing them to the elements of weather and susceptibility to water borne diseases.
The government has also increased the budgetary allocation of the Constituency Development Fund (CDF) from ZMW25.7 million in 2022 to ZMW28.3 million in the 2023 fiscal year. The CDF has 3 components that community members can access to address collectively agreed upon development projects namely (i) Community Based Projects; (ii) Youth, Women and Community Empowerment; and Secondary Boarding Schools & Skills Development Bursaries. The unfortunate reality in the local governance mechanism for the CDF is that local authorities, civic leaders, and community members have not been oriented on these guidelines and consequently, community members are not actively participating in the submission of viable development projects.
Habitat for Humanity Zambia has been working with community structures within Makululu informal settlement to cascade and enhance dissemination of accurate information among community members to foster equitable, transparent, and accountable service delivery with a critical lens on Water Sanitation and Hygiene, equitable, adequate, and habitable homes, Land rights Land titling process as well as livelihood empowerment programs.
Aim
Habitat for Humanity Zambia intends to engage a firm, institution or individual consultant to facilitate a social accountability training to 100 selected community members who will be drawn from the community structures which Habitat for Humanity Zambia has been working with such as the Makukulu Advocacy committee (MAC), Participatory Approach for Safe Shelter Awareness (PASSA) Committee, Makululu Water Users Committees, Community Change Agents, Faith Based leaders, WASH committee members, artisans, water vendors, saving group leaders, study circle leaders, and Ward Development Committee members from Makululu informal settlement in Kabwe district.
Objectives of the Assignment
The objectives of the assignment are as follows:
1) To facilitate social accountability training of 100 community members from Makululu covering topics such as but not limited to social accountability tools, local governance, policy and regulatory environment, Constituency Development Fund application process etc
2) To facilitate practical sessions on the application of the identified social accountability tools
3) To oversee the development of specific and implementable (realistic) action plans by the community participants.
4) To conduct TOTs for community members that will sustain the use of various tools for Social Accountability such as social accountability reporting mechanisms, documentation, and progress tracking at community level; and facilitate linkages between communities and government including other actors.
Deliverables
1) An inception report outlining the methodology/approach and work plan with clear timelines on how the assignment will be carried out.
2) A user-friendly Social Accountability Training Manual for use by the community.
3) PowerPoint presentation on the training sessions.
4) A training report not exceeding 20 pages inclusive of cover page and annexes.
Duration of the Assignment
The assignment should be completed within 14 days upon contract signing.
Reporting
The Consultant will, on the technical aspect of the assignment, be reporting to the Policy and Advocacy Specialist with the overall supervision by the Head of Programs.
Payment
The fees will be paid upon receipt of an invoice from the Consultant/Firm, with the bank details.
40% payment advance upon contract signing to be processed within 5 working days.
60% payment will be paid upon submission of finalized deliverables described in section IV to be processed within 5 working days.
The total lumpsum consultancy on technical/professional fees will include 15% Withholding Tax.
Quality and Ethical Standards
The Consultant/Firm/Institution must be legally registered and have valid tax clearance certificates from the relevant regulatory authorities.
The Consultant/Firm/Institution should take all reasonable steps to ensure that the final product demonstrates respect and safeguards people’s rights and welfare and the communities of which they are members. It is also expected that the consultant will respect the values of HFHI: courage, humility, and accountability.
Qualifications
The competency requirements for the consultant/firm are:
A degree in a relevant field such as Public Policy, Development Studies, Urban Planning or equivalent.
At least 10 years relevant experience in conducting assignments of a similar nature including Social Accountability.
Good working knowledge of Social Accountability for the WASH sector, Human Rights, Real Estate Management, Land Rights and Resource Governance in Zambia.
Good understanding of urbanization and urban Development and the accountability mechanisms that exists at sub-national level.
Knowledge and experience working in Zambia.
Ability to use a mix of English and Bemba during the training
