1.    BACKGROUND

Habitat for Humanity Zambia (HFHZ) is planning to implement a WASH project in Katondo community of Kabwe district, and in the communities of Ngabwe district between 1st September 2024 and 31st August 2027. A proposal for this project will be submitted to the Federal Ministry for Economic Cooperation and Development of the Federal Republic of Germany (BMZ) in collaboration with Lions. To ensure a relevant, effective, efficient, coherent, sustainable, and impactful project, the principal will commission a Needs Assessment Study. These Terms of Reference (TOR) explain the purpose of the study, required qualifications, experience, and references for the consultant, and the deliverables.

2.    SCOPE OF THE STUDY

Water, sanitation, and hygiene (WASH)-related needs are among the most pressing for the affected population in Ngabwe district and Katondo informal settlement in Kabwe district. However, in order to accurately prioritize WASH in the site selection, a more detailed assessment on the needs around access to WASH services—the existing gaps and bottlenecks, the causes and effects, estimating the number of affected people, and quantifying immediate needs. The areas of interest include the quantity and quality of available water resources and distribution systems, sanitation access and hygiene practice.

The study will provide a sound, empirically verified basis for the project in terms of WASH needs, gaps and bottlenecks and problem analysis. It will also present project context at community, district, regional-, and national levels, including relevant baseline data. It will also provide specific recommendations for the impact matrix and project activities, and optimise the project concept, improve quality, and maximise impact and sustainability strategies. This assessment should be carried out by sectoral technical experts within 19 days.

3.    PURPOSE OF THE STUDY

The purpose of the study is to get a comprehensive picture of initial conditions and gaps that exist around WASH needs in the target communities. The study will provide a context for the project, highlighting the social problems, the causes and effects. The findings will be used to support the development of the full proposal, identifying effective strategies and interventions to bring about the desired change in the target communities.

3.1 Specific Objectives (OB)

a)    To assess water availability in terms of quantity and quality with a focus on the household level including at the school, and health facility levels

b)    To assess access and practices on sanitation.

c)    To assess hygiene practices and cultural habits among the target communities especially those that might be affected by their hygiene/sanitation preferences.

d)    To establish challenges associated with the collection and storage of water especially at household level.

e)    To access usage of toilets, access to other sanitary services like waste disposal, and general sanitary conditions of the village/neighbourhood.

f)     To assess prevalent hygiene practices such as handwashing and disposal of child faeces and the impact of water bone diseases on hygiene practices

g)    To identify specific vulnerabilities, for example, disabilities and people with specific diseases to tailor WASH services accordingly.

h)    Collect data and inventory of existing water sources/ schemes, operational challenges including data on water quantity and quality.

i)      Collect and analyze incidences of WASH related ailments/diseases in the target population.

j)      To assess WASH management practices, and existing gaps in the target locations.

k)    To assess local capacity to lead or support the WASH interventions.

4.    DELIVERABLES

a)    Inception report, including methodology with proposed data collection instruments and work plan.

b)    Presentation of preliminary results in preliminary report format and PPT, to be delivered after data collection is closed.

c)    Discussion of the preliminary report with the principal and HFHD to look at any necessary adjustments.

d)    Report with annexes should not exceed 40 pages (excluding annexes).

  • Executive summary
  • Introduction: including overview of the current situation, background, objectives.
  • Methodology: who, when how and with which methods and tools.
  • Limitations: description of problems faced during the assessment.
  • Findings: with the overall picture of the displaced population, context and key findings related to water supply, sanitation and hygiene.
  • Needs and gaps: identification of the gaps which are not being covered by the current WASH strategy.
  • Conclusions and recommendations. Recommended activities: including who, what, where when and how of short and medium-term activities that should be carried out to improve the WASH provision.
  •  Annexes

e)    Closing presentation (PPT and study to be shared in advance and then discussed in a meeting).

f)     Final versions of the report and PPT including adjustments as discussed in the closing presentation.

5.    EXPECTED WORKLOAD AND TIMELINE

  • Principal estimates that the consultancy can be delivered in 19 total days (including all workdays of all team members)
  • The consultancy is expected to be delivered by the last week of August 2023

6.     EVALUATION SCOPE AND METHODOLOGY

The consultant is required to design, plan, carry out and present the needs assessment. The assessment is to be conducted in the target areas based on a replicable sampling approach and other stakeholders of the project in the district. The team of consultants are required to review and oriented themselves in the proposal document and log frame of the project. The assessment should adopt a mixed methods approach, integrating quantitative and qualitative methods to ensure that data collected is triangulated and can be communicated, explained and contextualized. It is expected that the research team will combine a minimum of household surveys / questionnaires with structured interviews and focus group discussions. The consultant is encouraged to use innovative methods to collect and analyse data. Document and desk review should complement the collection of data and primary information sources. The sample size (# of communities, # change agents, # of stakeholders etc.) will be determined in collaboration between HFH Zambia, partners and the consulting team to provide a fair and statistically relevant representation of the project beneficiaries and stakeholders. Information shall be collected from across specified beneficiaries, partners and stakeholders as well as at sector level in the targeted communities.

The assessment will include activities such as key informant activities such as key informant Semi-Structured Interviews, Focus Groups, Transect Walk, and household surveys. To obtain a more complete picture of the WASH situation, the following factors (adapted from UNHCR 2015e) should be adapted:

  • WASH management arrangements: it refers to who owns, who pays and who does what, where when and how in the process of managing, operating and maintaining each component of the WASH system (water supply, wastewater/excreta management, solid waste management, hygiene and vector control).
  • Existing WASH legislation: it is important to understand the existing WASH legislation and check whether this has been respected.
  • Institutional capacity: refers to the capacity of water and waste (solid and liquid) service providers and local authorities to carry out their roles. Of particular interest are the most urgent support needs. Typical institutional support that can be provided as a result are: technical advice, additional staffing, training, provision of additional operational resources, provision of funds etc.

Other activities will include:

a)    Review relevant internal and external documents and conduct desk research to identify relevant data, strategies, regulations, policies, and other relevant information.

b)    Establish baseline data, examine intervention logic, goals, objectives, targets, and indicators, planned activities, sustainability strategy, risks and assumptions, and financial projections.

7.     CONSULTANT PROFILE

a)    Independence from Principal and the Lions, also certified by a statement from the consultant; any former or planned and already known business relationship, or any familial relations to the third degree (including aunts, uncles, and cousins) between the consultant or the consulting team and the principal´s or HFHD´s employees or officers must be stated and communicated to BMZ by HFHD before a contract for these services is awarded.

b)    The consultancy shall be delivered by an expert team holding the following academic qualifications:

  • MA/MSc or higher in social science or public health or a related field, with relevant experience (WASH or public health)
  • MSc or higher in Hydrogeology/Water engineering or a related field

c)    The lead consultant shall have a minimum of 10 years’ experience in conducting feasibility studies on, evaluating or implementing projects in WASH in Zambia as well as at least three references for relevant consulting assignments for reputable NGOs, public agencies, or donors which have been delivered to the satisfaction of the

respective principals. (Consultants will be required to share contact details for references; consultants should indicate whether previous work used as a reference can be reviewed by Principal and HFHD; preference will be given to bidders who can present previous work for review.)

d)    At least one member of the consultancy team shall have a minimum of 3 years’ experience in assessing projects based on the OECD DAC evaluation criteria.

4.3 List of internal documents for consultant´s review:

a)    Project concept/project plan (including situation analysis, theory of change, impact matrix, and activities)

b)    Needs assessment report.

c)    Draft project budget.

d)    HFHZ other WASH project documents.

4.4 Relevant documents identified by the Principal for Desk Research by Consultant:

a)    Government WASH policy-related documents such as the strategic plan; water and sanitation policy.

b)    City- (Kabwe & Ngabwe) and province (Central Province) level development-, WASH- and other relevant strategies, policies, and other documents

c)    7th and 8th National Development Plans.

d)    SNV Kabwe WASH project evaluation reports.

e)    Lukanga Water and Sanitation Company’s current Strategic Plan

8.    APPLICATION PROCEDURE
