Background
The Non-Governmental Gender Organizations’ Coordinating Council (NGOCC) is an umbrella network for Non-Governmental and Community Based Organizations in Zambia, the organization has been active in championing women’s empowerment and gender equity and equality in Zambia since 1985. In over 30 years of its existence, NGOCC has grown to be the focal point of the women’s movement in Zambia, with a total membership of 103 as at the end of 2020 who are spread across all the 10 provinces of Zambia and covering 64 districts.

In 2020, NGOCC signed an agreement with the European Union (EU) to implement an action entitled: “Promoting Opportunities for Women’s Empowerment and Rights.” One of the key strategies is to establish a Monitoring, Evaluation, Research and Learning (MERL) system where learning is at the center of the implementation. The MERL system will serve as a management tool in providing result information during the implementation of the Action as the basis for strategic decision making and planning, for the short term as well as the longer term.

Purpose of The Assignment
The assignment is to build the capacity of NGOCC staff in Monitoring, Evaluation, Results and Learning (MERL) Approach.
The specific objectives would be:
• Improve NGOCC staff understanding of fundamentals of Monitoring, Evaluation, Results and Learning Approach
• Equip staff with skills to develop data collection tools, reporting templates and Results-based reporting on the action
• Increase staff’s understanding of practical approaches to improving the use of M & E data in programmes’ decision making
• Support development of the EU 2ND (POWER) Action Interim Report.

Scope and Methodology of Consultancy
The entire consultancy will be for a period of three weeks. The consultant will be expected to conduct a five days training for NGOCC Programme Staff in Monitoring, Evaluation, Research and Learning (MERL) Approach and develop together with the staff MERL Data Collection Tools and Reporting Templates to be used in the implementation of the Action.

The methodological design should include: theory as well as practical exercises on the steps involved in implementing the MERL System Approach. How to collect data, how to develop data collection tools, how to analyse data, how to generate lessons learnt and reporting. The consultant should further provide a detailed work plan.

Expected Output/Deliverables
• An inception report including: Topics to be covered and methodology of delivery to be used in undertaking the task.
• A PowerPoint presentation of the materials that will be shared during training and a training programme.
• A final training report with recommendations to be agreed upon from the validation meeting.
• Data collection tools and reporting templates (quarterly and annual) for MERL System under the EU Action.

Composition, Qualification and Experience of the Consultant (Team)
• Relevant qualifications and expertise in Organisational Capacity Building (OCB) especially in Monitoring and Evaluation of Economic Empowerment of women and girls, Sexual Reproductive Health and Rights, Governance and Climate Change projects with at least 7 years of experience in conducting similar capacity building programmes.
• The consultant should also be abreast in Results Based Management (RBM).
