Duties
The Contracting Assistant manages the full range of complex contracting services including service contracts, construction contracts, award fees, delivery orders under indefinite quantity contracts, and performance-based contracts. The incumbent manages all facets of contracting including the pre-solicitation, award, management, performance evaluation and closure phases. This position is the Embassy’s de facto contracting specialist working with the requesting offices, the American Contracting Officer and the Assistant GSO. The incumbent fulfills contracting needs using applicable FAR, DOSAR and other agency procurement regulations

Qualifications and Evaluations
Requirements:
• Experience: Three years of progressively responsible experience in procurement and contracting is required.
• Job knowledge: Knowledge of contracting and acquisitions within the host country, to include local contractual requirements, customs and case law as they relate to contracting for goods and services is required.

Education Requirements:
• Bachelor’s degree in Law, Business Administration, Marketing or Contracting and level 4 Diploma in Procurement and Supply from the Chartered Institute of Procurement & Supply (CIPS) is required.
• Evaluations:
• Post may choose to add the phrase “This may be tested” after a language, skill, and/or ability. Review the VA template for specific information.
• Language: English – Fluent; written/spoken, including ability to translate.
• Skills and abilities Must possess skills to negotiate effectively to the benefit of the USG; advise Requesting Offices in their procurement responsibilities; must have ability to organize detailed work into logical plan; communicate clearly orally and in writing; Manage workload effectively. Must have typing skills and computer skills (MS Office). Valid Class B drivers’ license is required.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.

Acceptable documentation must be submitted in order for the preference to be given.

This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
