Purpose of The Job
A Control Sensitive Position that ensures the safe and efficient storage and distribution of Bulk fuel to ensure that orders are satisfied correctly and on time as per SAPS/ISO 14001/9001 and Rubis Operations Excellence requirements. To manage and control all stocks management activities i.e. receipts, storage, handling, issues and security of product and the facility.

Nature and Scope of Activity
• Achieving the required level of focus in every aspect of the Depot operation.
• Providing guidance and support to all members of the operational team, not only to meet performance targets but to ensure increased awareness of Logistics Operation and beyond.
• Ensure proper housekeeping of Depot

Main Duties
a) Ensures optimum performance and seeks improvements to create competitive advantage in terms of Customer Service, Safety, Depot Security, Asset Utilisation and Costs within agreed budgets.
b) Champions EHS as a personal value to ensure EHS, SAPS and ISO 14001/9001 is promoted in terms of both actions and decisions and to prevent accidents and harm to people or the environment.
• Control operational loss/gain targets by product within approved limits:
• Petrol: -0.25%
• Gasoil: -0.15%
• JET/Kerosene: -0.10%
• HFO: -0.10%
• Into Transit ALL Bulk Product: -0.30%
• Product lost/gained during in transit is correctly and timely accounted for and compiled for claiming.
• All measuring equipment used to check receipts or issues are properly maintained and calibrated to ensure test equipment operated to RUBIS standard as per Operational Excellence Guidelines.
• Daily, weekly and monthly physical stock reconciliations performed and reconciled against accounting records (Navision & TMS).
• Maintains strict quality and quantity controls on stocks and deliveries including losses/gains/re-grades and continually monitors the stock ownership position.
• Ensures only authorised orders and documentation are processed for delivery.
• Loading documents not used to be properly cancelled to ensure documents are not reused, or modified.
• Ensure that spare capacities on trucks are not used to make unauthorised withdrawal of product or different product is loaded from what was ordered.
• Quantity of product loaded into trucks must be properly monitored not resulting in non-compliance with statutory weight and capacity requirements.
• Invoices timely booked in case of approved manual delivery
• Stock adjustments of gains/losses must be booked with proper investigation and delegated authority.
• Participate and responsible for the process of developing Depot objectives.
• Responsible for the finances of the Depot, including establishing budgets and financial goals, cost control; prepare weekly forecasts for budgetary analysis and controlling capital expenditures.
• To review processes and procedures to increase operational efficiencies i.e. loading and off-loading times taken.
• Monitor and supervise maintenance works/projects, staff and operations efficiencies
• Advise Operations Managers progress towards set objectives and develop strategies for necessary adjustments. Reports on any issues that may have strategic impact on the organisation (both positive and negative).
• Ensure Depot operational objectives are achieved and consistent with quality standards/requirements and operating costs including overtime are consistent with budgetary constraints
• Working and supervision of drivers including monitoring of the trucks to ensure compliance to company driving and safety procedures.
• Leads, motivates and coaches the Depot team to deliver outstanding performance on EHS, Customer, Financial and People Measures and Operating Standards. Mentor, direct and train current supervisory staff.
• Develop, instruct and discipline the Depot workforce in compliance with company standards and Collective Bargaining Agreement
• Serve as facility representative related to commercial, expansion and developmental efforts. Represents RUBIS in dealings with other neighbouring OMCs and Regulatory bodies,-ERB, ZWMA, ZEMA, Factories Inspectorate and Local Councils.
• Ensures that the Depot has an annual survey to assess the condition of the plant and protective systems and actions the recommendations.
• Ensures that the Depot has an up to date and tested Emergency Response Plan to include an annual schedule of emergency drills/scenarios with effective implementation and documented exercises throughout the year with identified lessons and gaps updated in Safeguard and corrected timely.
• Annual training of staff on correct usage of firefighting equipment
• Coordinating all Depot Audits (both internal and external) and ensuring that all requirements relating to such audits are met. Ensure the Depot operates in line with company EMS standards, ISO 14001 and ISO 9001. Ensuring that the Depot adopts and fully implements the company environmental policy in line with ISO 14001.
• Ensure Training at Work with continuous task observations and filed.
• Attend to other duties as may be delegated by the Supervisor

Education and Training
Education Background
• Degree or a related technical Business field is advantageous
• 5 years of logistics operational experience
• Oil Marketing Industry an added advantage

Competencies and Experience
• Extensive knowledge of HSE, depot procedures, supply and operations and knowledge of other Operating Performance Unit (OPU) strategies and plans, particularly markets.
• Ability to work with diverse teams including senior management and third party negotiations.
• Product knowledge will be an added advantage
