Investing in rural people Ministry of Agriculture Enhanced Smallholder Agribusiness Promotion Programme (E-SAPP)
Background
The Government of the Republic of Zambia through the Ministry of Agriculture (MOA) in collaboration with the International Fund for Agricultural Development (IFAD) is implementing the Enhanced Smallholder Agribusiness Promotion Programme (E-SAPP) The Lead implementing agency for the E-SAPP is the Ministry of Agriculture (MoA). The MoA works in close collaboration with other government ministries and private sector Institutions. The programme is being implemented over a period of seven years. The Programme goal is to increase the incomes levels, nutrition and food security of rural households involved in market-oriented agriculture". The Programme Development Objective (PDO) and the central strategy of the E SAPP is to increase the volume and value of agribusiness outputs sold by smallholder producers" The Programme has a multiple commodity focus and a nationwide coverage. The selected commodities define the geographic focus of interventions. The Programme will focus primarily on three commodity groups:
• Legumes (groundnuts, soybeans, beans and cowpeas):
• Small livestock (poultry, goats, sheep and pigs):
• Rice
The position of Finance and Administration Assistant has fallen vacant and MoA would like to fill it in order to ensure smooth implementation of the Programme. The successful candidate will be based at the Programme Coordination Office (PCO), Lusaka.
Finance and Administration Assistant
The Finance and Administration Assistant will report to the Finance and Administration Manager. He/she will be required to maintain Books of Accounts and Records in a timely manner and assist the Finance and Administration Manager to review financial reports and support documents from Service providers, partners and districts so as to ensure effective management of the Programme finances .

Specific Responsibilities:
• Perform Cash Management and Treasury duties:
• Assist in annual budget preparation
• Post, on a timely basis, all financial transactions to the relevant books of accounts in the Programme Accounting Software:
• Keep and maintain properly, all financial records
• Assist Finance and Administration Manager in preparation of Financial Statements
• Assist Finance and Administration Manager review financial reports and support documents from Service Providers Partners Districts as well as review of reports from grantees
• Give guidance on accounting of funds to all the E-SAPP fund recipients
• Assist the Finance and Administration Manager in the preparation of Withdrawal Applications
• Maintain registers of fixed assets
• Preparation of payroll for Programme staff
• Reconciling bank accounts in both local and foreign currencies and
• Carry out any other activities that are assigned by the Programme Coordinator


Competencies
• Strong written and oral communication skills in English
• Strong IT skills
• Self-motivated and creative thinker
• Proven ability to work in teams
• Knowledge of auditing and
• Ability to work independently, with limited supervision
Period of Services
Appointment will be on contract, following six months on probation for a rolling two years’ period.


Qualifications and Experiences
• The job holder must possess a degree in Accounting or Fully-qualified in ACCA.CIMA, ZICA CA or equivalent
• The job holder must be a fully paid up member of ZICA and must demonstrate proof of valid membership
• He/she must possess a minimum of three years of work experience in the public private projects or cooperating partners at Assistant Accountant or Accountant Level
• Familiarity and knowledge with Government and donor accounting system will be an added advantage
• Demonstrate knowledge of accounting packages (e.g. ACCPAC, Pastel, SUN Systems)
