JOB DETAILS:

Main tasks and responsibilities:
• Maintain the programme’s results-based monitoring system, utilizing the established templates and meeting formats, and ensure that the system remains fit for purpose and meets GIZ quality standards and any identified additional requirements for reporting to the programme’s governance structures and commissioning and contributing parties.
• Prepare narrative reports to the commissioning and contributing parties on a monthly, half-yearly and annual basis according to prescribed templates, timelines and quality assurance procedures.
• As part of the Secretariat (GIZ and Ministry of Finance and National Planning), coordinate the scheduling, invitations, logistical arrangements and preparation of agendas and other required documentation for the meetings of the programme’s steering structures, namely the Project Advisory Committee (PAC) and four Technical Project Committees (TPCs) and ensure that minutes of all meetings are captured and distributed in a timely manner and properly archived.
• According to GIZ guidelines and standards, support the management team in the preparation of prescribed products for ensuring high quality in the commission implementation cycle.
• Prepare Terms of References for and oversee short-term experts as may be required in the fulfilment of the above tasks.
• Support the design, preparation and execution of any workshops, seminars or other events connected to the areas of responsibility, both individually and with other team members.
• Cooperate with other GIZ programmes to identify synergies and contribute to joint activities.
• General support to the team across other outputs, especially supporting cross-output linkages and joint work packages, as well as the integration of gender responsive and intersectional approaches.
• The Technical Advisor also performs any other duties and tasks at the request of programme management.

Required qualifications
• Bachelors degree in M&E, Development Studies, Business or Public Administration, Public Policy, Economics, Sociology, or Statistics
• Masters degree and / or postgraduate diploma in M&E, Development Studies, Business or Public Administration, Public Policy, Economics, Sociology, Statistics or other disciplines relevant for the job duties is an added advantage
• Completed specialized short/Continuing Professional Development courses in M&E would be desirable.
• Membership of the Zambia Monitoring and Evaluation Association is desirable.

Professional experience
• More than 5 years of work experience in a similar role
• At least 3 years of work experience in an international development organization and/or in the GRZ in a comparable position with references.
• Proven expertise in setting up and managing results-based M&E systems.
• Proven track record of preparing donor reports.
• Demonstrated strong organizational, planning and coordination skills.
Other knowledge and additional competences:
• Excellent verbal, writing and presentation skills in English.
• Ideally, knowledge of Capacity Development and Project Management Approach.
• Proficiency in Microsoft Word, Outlook, Excel, and PowerPoint.
• Strong interpersonal skills and ability to work effectively in a multicultural and multidisciplinary team.
• Reliable team-player, self-directed, proactive, and able to work under minimum supervision
The successful candidate will be expected to start employment with GIZ on a fixed term contract by 1 February 2024.
