Healthy Learners is continuing to grow and expand in Zambia and is seeking to recruit the services of a qualified talented and dedicated professional to fill the position of Monitoring and Evaluation Officer (1), in Lusaka .

PURPOSE OF THE ROLE

1. The Monitoring & Evaluation Officer will be part of the Monitoring, Evaluation, Research, and Learning team and will oversee the monitoring and evaluation of a school health program. S/he will provide technical support for program implementation staff using monitoring software and data collection technologies. The ideal candidate should have experience in technology-driven monitoring and evaluation and community-based health or education programs. The position will be based in Lusaka and will involve both office and fieldwork, including training and data collection in various locations. The Monitoring and Evaluation Officer will play a crucial role in monitoring program success, testing assumptions, and utilizing data to solve complex problems.

KEY DUTIES AND RESPONSIBILITIES
Project & Work Management
1. Help to monitor progress against work-plan.
2. Track and update the project management system.
3. Work with the programs in setting and monitoring pilot studies for new ideas, and systems to improve the program.

Data Collection, Entry, Management & Analysis
1. Coordinate all routine data collection (e.g. 1. Scoping (Expansion).
2. Support training of Healthy Learners staff and partners on data collection tools and procedures.
3. Support the M&E team in maintaining cloud-based database and, specifically, up-to-date registries for SHTs, SHAs, SHMs, and community leaders.
4. Train and manage the Programs and Expansion departments’ process to collect, enter and manage meeting and training-related data.
5. Support data analysis on platforms such as Excel, Tableau, etc.
6. Support in various research projects/impact evaluation studies.
7. Support implementation of qualitative data collection and entry (e.g. baseline data collection).
8. Work with the Senior Business Analyst and other M&E team members to increase the operational efficiency of quality data collection

Reporting
1. Generate monthly reports and compile reports on KPIs and other performance indicators
2. Train Programs staff to use reporting templates accurately and manage data quality.
3. Generate and distribute reports for Program’s team and partners as per procedure.
4. Work with Program’s team to ensure reports are used and filed correctly.
5. Participate in trainings on data visualizations and internal dashboards

System Management
1. Provide guidance and coordinate with Programs team for troubleshooting/technical support with ThinkMD and data entry and management.
2. Manage all KoBo & Google Forms-related systems including termly stakeholder feedback data collection (e.g. SHT and SHA surveys), monthly meeting data entry, attrition data entry, etc.
3. Manage the configuration and set up tools such as tablets, and phones used in SHP.
4. Maintain registry of all devices in Healthy Learners Master Database.
5. Develop, strengthen, and utilize M&E planning tools including theories of change, monitoring plans, and key performance indicator guides.

Capacity Building & Trainings
1. Build technical capacity among staff including but not limited to Excel fluency, data collection software, analytical capabilities, and planning capabilities.
2. Provide additional support/one on one training for HL staff and partners on use of the reports and related data.
3. Facilitate trainings of SHTs, SHMs, SHAs and other stakeholders as requested.
4. Support trainings and the expansion of the program into new communities (e.g. preparing tablets and materials, facilitating sessions, training facilitators)

KEY QUALIFICATIONS, SKILLS AND COMPETENCES
1. Degree in development studies, social work, public health, statistics, economics or related field.
2. Minimum three or more years of professional hands on work experience in a data analysis, or research position responsible for evaluating activities of public health or education projects.
3. Experience with developing and implementing data collection tools, data management, and data analysis processes.
4. Proficiency with Google workspace, with intermediate experience with micro; knowledge of other statistical software packages or data visualization tools (Tableau or Power BI) a plus.
5. Strong work ethic.
6. Effective interpersonal skills, Excellent verbal and written communication skills.
7. Great organizational skills and excellent attention to detail
8. Ability to work independently and collaboratively.
9. Creativity, resourcefulness, and adaptability to new situations and systems.
