Preamble
The Government of the Republic of Zambia is implementing the National Decentralisation Policy which aims to realise citizen-driven local governance within a unitary State for sustainable development. Through this Policy, Government will: a) strengthen decentralised democratic governance by promoting inclusive citizen and community participation at the local level to enhance local development; b) implement administrative decentralisation by devolving functions from the national to the subnational and substructure levels to enhance efficiency in the delivery and access to public services.; and c) implement fiscal decentralisation by enhancing financial capacities at the local level in order to support the implementation of devolved functions. Significant progress is already being made towards the full implementation of the Policy Objectives.
Project Description
The five-year (2020-2025) USAID Local Impact Governance Activity (Local Impact) is assisting Zambia to build a sub-national system of governance for devolved service delivery more responsive to citizen needs. The program is engaging national and sub-national authorities to expand the capabilities of partner provinces and districts to deliver sustainable development outcomes, increase effective citizen and private-sector involvement in development planning and monitoring, and improve public financial management and domestic revenue generation at the local level. The activity is specifically working toward three objectives:
• Objective 1: Citizens improve their collective skills to effectively assess service-delivery needs and performance and constructively engage with government.
• Objective 2: The sub-national governance system becomes more responsive to citizen needs, generates, and accountably expends revenue, and improves service-delivery outcomes.
• Objective 3: The program generates learning and facilitates problem solving that supports the development of an effective, financially viable sub-national governance system for devolved services, capable of being
scaled up throughout Zambia.

1. Purpose
As part of its support to help GRZ build up a sub-national system of governance for devolved service delivery more responsive to citizen needs, Local Impact is supporting the Decentralisation Secretariat (DS) and the Ministry of Local Government and Rural Development (MLGRD) to strengthen their capacity to track policies, programmes and projects on Decentralisation. This will help DS and MLGRD to better account for the achievements of the national policies, programs and projects on Decentralisation, evaluate their impacts on the beneficiaries and ensure that they contribute to the achievement of the expected results.
It is against this background that Local Impact seeks to hire a Monitoring and Evaluation Advisor (M&E TA). The M&E TA will support the DS to develop and roll out the Monitoring and Evaluation (M&E) system for monitoring and evaluating the implementation of the National Decentralisation Policy, across the country. With the MLGRD, the M&E TA will assist the ministry to effectively monitor the performance of LAs governance, financial management, and service delivery, including the execution of CDF. The M&E TA will split their time between DS, MLGRD and Local Impact.
The M&E TA will ultimately report to the Permanent Secretary, Management Development Division, and to the Director Decentralisation Secretariat on a day-to-day execution of the assignment on the Decentralisation Agenda. The TA will also report to the Permanent Secretary (Technical Services) Ministry of Local Government and Rural Development through Director Planning and Information on Local Authority performance monitoring.

2. Main Duties And Responsibilities
2.1 Review the existing M&E Frameworks for DS and MLGRD to ensure that they are aligned to the National M&E Policy and provide a consistent and standardized approach for staff at national, provincial, district and sub-district levels to systematically collect, analyze, utilize, report, and disseminate information on achievement of the results for evidence-based programing and policy making. This will involve:
i. Supporting the Decentralisation M&E Technical Working and the Ministry of Local Government and Rural Development to develop the Performance Indicators that make it possible for them to track and report on progress on the implementation of policy and functionality of local governance;
ii. Supporting Decentralisation M&E Technical Working and MLGRD to review and collect baseline data for benchmarking indicators in the M&E frameworks.
iii. Analyzing, revising, and integrating M&E tools that are currently being used to collect data on the decentralisation agenda at national, provincial, district, and sub-district levels; and
iv. Supporting the DS and MLGRD to develop processes and guidelines for the flow of M&E data and information from devolving sectors, agencies, and departments at sub-district, district, provincial and national, levels.
2.2 Lead the development of the M&E systems for data management, data analysis, and use, including data visualization tools.
2.3 Identify M&E capacity building needs and provide trainings to build the capacity of staff at national, provincial, district and sub-district levels to perform their M&E functions

3. Deliverables
3.1 Strengthened Decentralisation Technical Working Group team that includes the participation of all relevant stakeholders;
3.2 Clear indicators that inform the progress on the implementation of decentralization (policy and operational;
3.3 Revised Decentralisation and Local Governance Monitoring and Evaluation frameworks; and
3.4 An information management system that is based on the developed M & E Framework.

4. Place Of Performance And Reporting
4.1 The M&E TA will ultimately report to Permanent Secretary, Management Development Division, and to the Director Decentralisation Secretariat on a day-to-day execution of the assignment on the Decentralisation Agenda. The TA will also report to the Permanent Secretary (Technical Services) Ministry of Local Government and Rural Development through Director Planning and Information on Local Authority performance monitoring.
4.2 For Administrative matters, the job holder will report to the Chief of Party USAID Local Impact Governance Project. The position will be based at DS, MLGRD and Local Impact main office in Lusaka, Zambia. There may be some travel to provincial and district offices

5. Minimum Qualification And Competencies
• A Master’s degree in Social Sciences or Public Policy/Administration or other related field
• At least ten years of experience providing technical and conceptual leadership for designing and implementing M&E systems for complex programs with multiple implementers and funding agencies,
• Proven knowledge of a wide variety of M&E and related data system tools, approaches, and methodologies applied at scale.
• Experience in designing and rolling out M&E capacity building initiatives for national, provincial, district and sub-district levels staff
• Excellent relationship-building skills, understanding how and when to capitalize on relationships to facilitate achievement of results.
• Strong written and oral English skills; fluency in one or more local languages preferred.
• Strong interpersonal and communication skills and the ability to adapt communication styles to a range of audiences.
