We are seeking exceptional International Consultants and Southern African-based residential candidates for the USAID Southern Africa Energy Program (SAEP).
The USAID Southern Africa Energy Program works to advance energy policy and regulatory reform, and accelerate investment to increase power generation and access to electricity throughout the region. According to World Bank data, less than 25% of the non-South African population living in the Southern African region have access to electric power. The limited reliable power affects the competitiveness of Southern African industry, agriculture, and the economic opportunity and health conditions for rural populations, women, and youth. Through strengthening the enabling environment and facilitating public and private transactions, SAEP leverages the momentum of private investment to help focus SAEP's resources in ways that best support the reform of national and regional energy ecosystems. At the same time, SAEP produces the tangible results needed to create a sustainable cycle of additional reforms, increased investment and continued political will.
Position Description, Objectives and Project Overview: Deloitte Consulting LLP seeks an Off-Grid Specialist to support Outcome 4 of the USAID Southern Africa Energy Program: Renewable energy and energy efficiency technologies locally demonstrated. Specifically, SAEP is working to increase access to energy by deploying off-grid solutions at the household level. This includes supporting off-grid industry associations and providing direct support to help off-grid entrepreneurs sell to customers and improving the customer affordability of off-grid products. Last year, SAEP launched the solar home system (SHS) Kick-Starter Program which is expected to lead to at least 150,000 new household connections through results-based funding and operational support to solar home system entrepreneurs. SAEP also provided operational support to the broader industry including SHS companies and industry associations. The Southern Africa-based Off-Grid Specialist will continue to deliver support to Kick-Starter program grantees, which will include M&E activities, disbursements and technical operational to the four successful applicants, and operational support to the overall industry as part of the program. We believe that a considerable part of the delivery will be based in Malawi, but also Zambia and Mozambique. The Off-Grid Specialist will also support the development of mobile device applications to facilitate the sale of SHS helping to manage a team who will be developing these solutions for companies across the region. Responsibilities:
• The Off-Grid Specialist will support all off-grid activities in Malawi, Zambia, and Mozambique, including but not limited to the following:
• Support to SHS entrepreneurs, including relationship building and maintenance, problem solving, and other support as needed;
• Bi-weekly and quarterly reporting on support provided to SHS Kick start program, grant recipients, and solar industry association;
• Facilitation of the use of GIS-enabled tools for identifying SHS
• entrepreneur target customers;
• Technical assistance to improve the affordability of SHS products, including guidance on import taxation, and regulation of off-grid products like SHS;
• Training for SHS entrepreneurs, solar industry association members, and trainers;
• Mobile application development, including concept
• documentation, application design, application testing, and application training;
• Capacity building, including capacity building program design and delivery;
• Event attendance to support off-grid programs; and Other tasks as needed at the discretion of the Outcome 4 Lead, Outcome 4 Deputy Lead, Deputy Chief of Party - Technical, and/or Chief of Party.

Minimum Skills, Educational Qualifications and Experience:
• An appropriated degree with a solid understanding of off-grid energy products, especially SHS;
• A minimum of 10 years overall working experience and 5 years working experience as specialist experience with energy access;
• Experience support entrepreneurs or member services associations, especially with customer targeting and sales strategies; and
• A good understanding of the energy sector in Southern Africa, especially Malawi.
• Proven written and oral communication skills; strong research, teamwork and interpersonal skills;
• Full proficiency in English required, Portuguese preferred;
• High proficiency in Microsoft Office suite (e.g., Excel, Project, PowerPoint, Word);
• Demonstrated ability to collaborate with others, driving results across multiple work streams; and Strong individual initiative, including the ability to take ownership of work and work product, motivate others to produce strong work product and solve problems.
