JOB DETAILS:
The Road Transport and Safety Agency (RTSA) seeks innovative and dynamic individuals to fill the vacant positions published below. The Agency recently launched its three-year strategic plan (20192021) with a focus on attaining service excellence as it executes its mandate of road safety and transport management. The Agency also seeks to increase effective collection of revenue on behalf of Government. The vacant positions are as follows.
PROCUREMENT SPECIALIST - RTSA2 (1 POSITION)
Job Purpose The job holder reports to the Director and CEO and will manage the procurement process and to ensure that it is in line with the Procurement Act, accompanying Guidelines and the RTSA's Finance and Administration Manual. .

Job Responsibilities:
• Advises the Director on all procurement related issues;
• Participates in the formulation and review of procurement procedures and processes;
• Ensures that the processes and procedures are in line with the Procurement Guidelines issued by the Zambia Public Procurement Authority;
• Liaises with the Director and other heads of department to prepare and update the annual procurement plan;
• Participates in the annual expenditure budgeting process for all shared services and general usage items;
• Monitors the procurement expenditure vis-à-vis the budget;
• Coordinates and supervises the tendering process to ensure it is fair and transparent;
• Member of the Evaluation and Management Tender Committees and participates in the evaluation of bids for goods and services;
• Oversees the management of all suppliers under contract to ensure compliance and
• ability to partner with the RTSA;
• Supervises the procurement team and ensures that the procurement department runs
• effectively and efficiently;
• Prepares regular procurement reports on various procurement status/activities as and
• when requested; and
• Performs any other duties as may be assigned from time to time by the Director,

Job Skills:
• Leadership - Set the direction for the entire department, providing guidance and mentorship to employees, and taking responsibility for overall performance;
• Organizational - Drive tasks from start to finish and assign responsibilities, keeping track of several procurement actions at once and making sure that deadlines are met;
• Communication - Must be excellent, well-rounded communicator adept at making presentations and stakeholder facilitating meetings,
• Excellent written and oral communication skills, executive communication skills;
• A relentless problem solver seeking innovative ways to improve procurement management;
• and
• Relevant professional affiliation.

Job Qualifications:
• Six (6) years' experience in a similar role, two (2) of which should have been at
• Supervisory capacity:
• Bachelor's Degree in social Sciences, Purchasing and Supply or Business Studies
• Professional qualification in CIPS Level 6 Graduate Diploma;
• Master's Degree in Supply Chain Management is an added advantage;
• Computer literate in Microsoft packages, and
• Affiliated to the Zambia Institute of Purchasing and Supply.

  Job Education Requirements:
• Bachelor's Degree in social Sciences, Purchasing and Supply or Business Studies
