JOB DETAILS:

Duties
• Efficient Knowledge Management through the incorporation of lessons learned into the project implementation’s strategy:
o Support Senior Advisor in the management and coordination of technical and steering committee meetings and other project management-related meetings;
o Serve as the project’s knowledge management focal point;
o Coordinate, identify, develop and disseminate knowledge products and lessons learned;
o Ensure timely and effective responses to inquiries for public information materials;
o Ensures provision of support to the management of ongoing project activities;
o Provide inputs in the elaboration of the work plan;
o Assist in arranging logistics, preparing agenda and coordinating with related stakehold-ers for organising workshops as and when required;
o Assist in minutes taking for program/project meetings and in drafting research reports as needed;
o Assist in organising the planned events of the project;
o Design and implement a system to identify, analyse, document and disseminate lessons learned;
o Ensure that Terms of Reference for Consultants recruited by the project also incorporate mechanisms to capture and share lessons learned through their inputs to the project, and to ensure that the results are reflected in the reporting system described above;
o Facilitate exchange of experiences by supporting and coordinating participation in any existing network of projects sharing common characteristics;
o Identify and participate in additional networks, for example scientific or policy-based networks that may also yield lessons that can benefit project implementation.
• Effective communications and outreach activities:
o Development/production of communication and advocacy instruments and materials for creating visibility of the project and organise awareness-raising campaigns, including briefing materials and press releases as and when required by the project;
o Conduct communications needs assessments for the programme;
o Work closely and in partnership with cooperating partners, the Electoral Commission of Zambia (ECZ), the Zambia Police Service (ZPS), the Ministry of Justice (MoJ) and other government partners in the promotion and dissemination of advocacy materials relating to Democracy Strengthening in Zambia (DSZ);
o Communicate and publicize programme activities and oversee all communication related activities of the programme in cooperation with the Country Office and other stakeholders;
o Assist in the development of awareness-raising products (e.g. project briefs, and project-related videos) and support coordination of project branding;
o Develop social media visibility plans for project events;
o Increase the visibility of the project by drafting press releases, op-eds, stories and other relevant communications materials.
• Efficient and effective monitoring and evaluation to achieve the project results:
o Contribute to the development and refinement of the project results and M&E framework in accordance with Result-Based Management (RBM) principles;
o Support the Senior Advisor in close collaboration with the project officers to ensure that DSZ has results-based annual work plans with indicators, baselines and targets established at output and activity level;
o Develops and coordinates effective mechanisms of monitoring the Programme implementation including development of evaluation tools and processes, innovative approaches;
o Prepares Programme Monitoring and Evaluation Reports capturing qualitative and quantitative aspects, according to the annual work plans and log frame;
o Contribute substantially to donor reporting and other communication products with the provision of evidence-based results analysis;
o Ensures that monitoring systems are properly designed, and that data collection and analysis from field visits are coordinated and standardized;
o Based on the annual work plan (AWP) and the programme budgets, design the framework for the physical and process monitoring of project activities;
o Promote a results-based approach for monitoring and evaluation, emphasizing results and impact;
o Prepare consolidated progress reports for project management including identification of problems, causes of potential bottlenecks in project implementation, and providing specific recommendations;
o Check that monitoring data are discussed in the appropriate fora and in a timely fashion in terms of implications for future action. If necessary, create such discussion fora to fill any gaps;
o Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed;
o Facilitate, act as resource person, and join if required any external supervision and evaluation missions;
o Monitor the follow up of evaluation recommendations;
o Support the DSZ project through its assistance to the ECZ in defining the most relevant baseline data, indicators and sources of verification;
o Support training of ECZ staff with comprehensive M&E training, including establishing monitoring frameworks and understanding how to report against them;
o Ensure that the project and key partners have physical and electronic copies of documentation that will act as a knowledge resource base for all future M&E activities that national partners will wish to undertake in future.
• Other duties:
o Support the Senior Advisor in writing project reports, such as interim and final reports, and other reports requested by the stakeholders and by the UNDP Country Office;
o Contribute to the preparation of annual and quarterly workplans;
o Act as a facilitator or trainer in areas of his/her knowledge as required;
o Other duties as required by the Senior Advisor or the UNDP Country Office.

Required degree level:Master degree or equivalent
Education – Additional Comments:
• A Master’s degree or equivalent in, Political Science, Law, Human Rights, Development Studies or related field from an accredited institution.
Required experience:24 Months
Experience remark:
• Two or more years’ experience in monitoring and evaluation, reporting and knowledge management, preferably in the international development/humanitarian sector. Work experience in donor relations and report writing for specific cooperating partners and government counterparts’ interest would be an advantage. Strong technical writing skills in English are desirable.
Language skills:
• English(Mandatory), Level – Fluent
Area of expertise:Knowledge management, archiving and documentation
