Project Overview and Role: 

The Promoting Results and Outcomes through Policy and Economic Levers (PROPEL) Health project aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems. Results will be achieved through (1) policy development and implementation, (2) adequate, predictable, and sustainable health financing, (3) enhanced government stewardship, transparency, and accountability, and (4) the use of evidence-based advocacy approaches at global, national, and subnational levels. Areas of focus are family planning (FP), primary healthcare, and the integration of FP with HIV and maternal and child health (MCH).

Donors are strongly encouraging LMIC governments to outsource supply chain functions to commercial third- and fourth-party logistics providers to improve service levels, efficiency, and cost-effectiveness of public health supply chains. Although there are multiple, robust technical tools developed for supply chain professionals on how to implement outsourcing, most governments remain reticent about outsourcing supply chain services with domestic resources. New approaches are needed to engage senior-level policymakers and decision makers in constructive dialogue on partnering with the private sector on supply chain opportunities.

 

The PROPEL Health activity will focus on building support among senior-level government stakeholders and decision makers for outsourcing supply chain functions to the private sector in Zambia. Working in close collaboration with USAID’s GHSC-PSM and LHSS projects and leveraging their existing advocacy materials and outsourcing experience and tools, PROPEL Health will support targeted policy/advocacy technical assistance with the goal of developing an outsourcing advocacy strategy and action plan in Zambia and facilitating public-private dialogue. PROPEL Health will monitor stakeholder engagement, advocacy action plans, and potential risks to further prioritize country selection, focusing resources on countries that demonstrate progress toward advocacy objectives. PROPEL Health’s Nairobi-based project partner, Africa Health Business (AHB), will lead country-level engagement with targeted technical assistance from PROPEL Health’s HQ staff.

 Primary Duties and Responsibilities:

The overall purpose of the consultancy is to provide in-country support to development, implementation, and monitoring of the outsourcing advocacy strategy and action plan in Zambia and to liaise with PROPEL Health and AHB team.

●Support initial mapping and review of key supply chain stakeholders and influencers at the country level from government, implementing partners, and private sector.
●Support in-country documentation and data collection relevant to development of an evidence-based advocacy strategy and identify information/data gaps.
●Support synthesis of outsourcing data for use in development of an evidence-based advocacy strategy and action plan.
●Facilitate stakeholder interviews and engagement sessions (e.g. workshops, virtual and in-person meetings, calls, emails, etc.) in close coordination with AHB.
●Support implementation of the advocacy strategy and action plan in terms of identifying potential bottlenecks, supporting facilitation and continued engagement with key stakeholders.
●Support monitoring of the advocacy strategy and action plan in terms of identifying progress and/or policy wins.
●Liaise with PROPEL Health’s HQ staff and other colleagues, AHB, USAID personnel, and in-country stakeholders as needed.

Required Qualifications:

●Bachelor’s degree or higher with a degree in public health, public policy, supply chain, business, or similar disciplines.
●Familiarity with government and private sector supply chain and logistics actors.
●Experience facilitating participatory sessions with a diverse group of stakeholders both virtually and in person.
●Strong English communication and writing skills to support development of the advocacy strategy and presentations.
●Preferred experience working on USAID-funded or donor-funded projects and knowledge of USAID’s priorities related to health, family planning, reproductive, and child health.

Anticipated Period of Performance and Level of Effort

 
This scope of work is estimated at 40 person days in Zambia.  The work is expected to be performed between Mar and September 2024, and the consultant is expected to be based in Zambia full-time.
