Job Description
Project Concern Zambia (PCZ), an affiliate of Project Concern International (PCI), is recruiting a Technical Director to support a multi-million-dollar, five-year CDC-funded project. In close partnership with the Chief of Party, the Technical Director is responsible for the overall strategic and technical vision and implementation in the areas of combination HIV prevention; linkage to care and treatment; adolescent sexual and reproductive health; gender-based violence prevention and response; and local capacity strengthening. The position will be based in the PCZ Office in Lusaka with frequent travel to program areas.
This is a full-time position contingent on funding. The anticipated start date will be October 2020. .

Major Responsibilities:
• Provide leadership for the implementation of the project’s overall technical strategy and approach;
• Ensure the incorporation of evidence-based best practices, and local and global technical guidance into the project’s capacity building strategy and operational plan;
• Lead staff in the development and implementation of technical capacity assessments and technical capacity building processes for faith-based organizations in Zambia to ensure high quality, sustainable combination HIV prevention, linkage, care, and treatment services;
• Develop and facilitate delivery of innovative activities and evidence-based approaches for project partners aimed at improving desirable HIV-related outcomes in project areas, including the identification of appropriate trainers and curricula; development and use of relevant methodologies, standard operating procedures, mentorship guides and tools; supportive supervision, on-going mentoring and overseeing the successful implementation of corrective action; cross-organizational learning between PCZ and consortium partners; including innovative use of information communication technology (ICT).
• Lead the review of existing Behavior Change Communications/Community Mobilization strategies and action plans and develop a project-specific strategy and action plan as needed; ensure the strategy and plan are consistent with GRZ priorities and epidemic control strategies;
• Work with M&E staff to design and finalize a project performance monitoring plan; evaluate and document key project outcomes and best practices and adapt project work plans in line with project evidence.
• Support the development and monitoring of annual work plans;
• Prepare reports and papers summarizing project results; and
• Supervise and mentor technical staff.

Qualifications:
• Advanced degree in Public Health, Medicine, Social Science, Social Work, or other related field;
• Minimum of ten years of experience in HIV/AIDS service delivery including the design and implementation of customized projects that fit within host country strategic plans and partnership frameworks;
• Knowledge of current PEPFAR and national HIV/AIDS prevention, treatment and care guidance, including experience with monitoring and evaluating PEPFAR programs;
• Demonstrated experience in behavior change and combination prevention;
• Demonstrated experience in HIV case finding, particularly at community level, including testing, counseling, linkage, treatment and care including viral load testing and innovative identification of partner/child index clients;
• Demonstrated experience working with the faith-based community and community health systems in Zambia;
• Demonstrated experience in or understanding of evidence-based approaches targeting the prevention of sexual violence and HIV among young adolescents;
• Demonstrated experience in PEPFAR program design, strategic planning, program management and implementation in Southern Africa;
• Sensitivity to cultural diversity and understanding of the political and ethical issues in Zambia, e.g. reproductive health, family planning, HIV infection;
• Excellent English language skills, speaking and writing; and
• Excellent facilitation, presentation and interpersonal skills.
