DEVELOPMENT OF THE ADVOCACY PLAN FOR THE BECAUSE WE CAN! CAMPAIGN
1. BACKGROUND OF PLANNED PARENTHOOD ASSOCIATION OF ZAMBIA (PPAZ)
Established in 1972, Planned Parenthood Association of Zambia (PPAZ) is a non-profit and non- governmental organization and it is a member association of the International Planned Parenthood Federation (IPPF). PPAZ envisions a society in which all people in Zambia enjoy equal sexual and reproductive health and rights and have equal access to quality and affordable sexual and reproductive health Information and services. PPAZ’s mission is to advocate for the sexual and reproductive health and rights of women, men, young people, especially the vulnerable, and empowers them to make free and informed reproductive health choices
2. BACKGROUND OF THE ASSIGNMENT
PPAZ is one of the eight IPPF Member Associations (MAs) led by Partners in Sexual Health (PSH), South Africa implementing the “Because We Can!” campaign funded by Amplify Change. The 2-year project seeks to contribute to positive changes in SRHR and CSE policies and laws, defend progressive policies and laws from attacks at African Union, SADC and national levels in the participating Southern African countries, and ensure a more effective domestication and monitoring of SRHR and CSE policies and commitments.
The project is collaborating with IPPF Member Associations to increase the number of Southern African CSOs advocating for the domestication and implementation of SRHR and CSE, support policies and norms protecting youth rights in Southern Africa and to enhance decision makers’ accountability in domesticating and implementing continental policies and norms promoting young people’s SRHR in Southern Africa.
In Zambia, PPAZ will contribute to the BWC campaign through the formation of the Because We Can! CSO League, which is a coalition of Civil society organisations and the Media, that seeks to pursue Sexual Reproductive Health and Rights (SRHR) advocacy and Comprehensive Sexuality Education (CSE) in line with government policy. The coalition was established upon the realization of the need to take advocacy on SRHR and CSE to the next level to ensure a more effective domestication and monitoring of SRHR and CSE policies and commitments.
Additionally, the coalition seeks to enhance decision-makers’ accountability in domesticating and implementing continental policies and norms promoting young people’s SRHR in Zambia. In order to conduct well-coordinated advocacy, PPAZ shall engage a Consultant to develop a national advocacy plan which will include a database of CSOs working in CSE and SRHR, and a media communication plan.
3. CONTRACT PERIOD
The duration of the contract is anticipated to run for a period of twenty days (20) days from the consultancy award date, but will be remunerated for Ten (10) Working days within the stated period as the consultant is not expected to work on all the days.
4. CONSULTANCY PRICE
Interested consultants are required to quote a bid price inclusive of all taxes. The bid price should be a lump sum figure spelled out in Zambian Kwacha. .

5. SCOPE OF WORK FOR THE CONSULTANCY
a) Task 1: Review the draft PPAZ/BWC National Advocacy Plan 2020/21
The consultant shall review the draft national advocacy plan 2020/21 developed by PPAZ with input from the BWC CSO League, identifying the gaps and limitations, and provide recommendations for improvement.
b) Task 2: Review of Background Information
Consultant shall review existing documents related to the project which include but not limited to the project description document and progress reports.
c) Task 3: Develop Media Communication Plan
The Consultant shall develop a media communication plan as a tool for media engagement on the key deliverables for the national advocacy plan. Media communication plan will form part of the addendums/annexes to the national advocacy plan.
d) Task 4: Develop a database of CSO’s working in SRHR
Using input from key PPAZ staff and other relevant information, the consultant will develop the CSO database profiling the work of strategic like-minded organizations working in CSE and Adolescent SRHR.
e) Task 5: Solicit feedback on draft national advocacy plan, media communication plan and CSO database.
The consultant shall present the draft national advocacy plan 2020/21 to relevant PPAZ staff to obtain feedback.
f) Task 6: Finalization and submission of the assessment report
The consultant shall make final refinements to the draft national advocacy plan 2020/21 based on the feedback from relevant staff and submit a final advocacy plan to PPAZ senior management.

7. Qualifications and expertise required
The Consultant shall have the following qualifications and expertise:
• Relevant post-graduate degree preferably in social sciences or related field.
• At least 5 years’ experience in providing similar consultancy for civil society organisations
• Work experience and in-depth knowledge of the health system in Zambia
8. Competencies required
The Consultant shall have the following competencies:
• Ability to offer concrete options/ ideas to address and meet the needs of the client.
• Excellent command of oral and written English
• Excellent organizational skills and timeliness in the submission of the deliverables.
• Excellent coordination and communication skills and readiness to keep relevant staff updated and consulted on the progress and challenges encountered
• Flexible to accommodate certain changes to the timeline and methodology
