A Call for Applications to Fill 6 Vacancies at the Transforming Landscapes for Resilience and Development (TRALARD) Project
The Zambian government has been implementing the World Bank supported Transforming Landscapes for Resilience and Development (TRALARD) project in the Northern region of Zambia, in three provinces, namely; Luapula, Northern and Muchinga. The Project Development Objective (PDO) is to improve natural resource management in the northern region of Zambia, to support sustainable livelihoods, and in the event of an eligible crisis or emergency provide immediate and effective response to the eligible crisis or emergency. The TRALARD Project's thematic areas are aimed at supporting one of the poorest regions in the country by integrating livelihood improvement with natural resource sustainability. The areas of support include sustainable landscape management, restoration and resilience, infrastructure for resilience and market access, and contingency emergency response and requirements as well as enhancing resilience and development in the northern region. The Project's landscape approach contributes to the national forest landscapes restoration as it addresses the persistent impacts of climate change. The latter is taking a toll on the natural resource base of the region, exacerbating the already vulnerable context of the people.

The Government of Zambia has embraced an integrated approach to development investments at landscape level as a response to the challenges of sustainable livelihoods. This is done by restoring degraded forest lands and through multi-dimension renewable sustainable natural resource use and restoration. The Project requires a demand for a large scale landscape approach that will positively impact thousands of rural level communities.

The Ministry of Green Economy and Environment now invites applications from suitably qualified candidates to fill the following vacancies at some of the TRALARD Project implementation areas in Northern and Luapula provinces;
District Operations Officer - 4 Positions (01-Mafinga District: Muchinga Province, 01-Chilubi District: Northern Province, 01-Chifunabuli District: Luapula, Province, 01-Nchelenge District: Luapula Province)

Duties and Responsibilities
The District Operations Officer will assist the District Planning Officers and the Provicial Project Implementation Unit to effectively implement the Sub-projects and climate Resilience activities at community and district level. The District Operations Officer specifically will perform the following duties
• To organize and participate in key district activities in TRALARD target areas;
• To ensure that the implementation of safeguard guidelines are adhered to in all district level projects;
• To conduct desk and field appraisals of project proposals including enterprise grants for value chain and market development activities;
• To prepare minutes for the District Planning Advisory Sub-Committee regarding the TRALARD project activities;
• To monitor implementation of sub-projects at district level;
• To produce monitoring, evaluation & research progress reports;
• To update core indicators and result based logical frame;
• To submit and support the publication of stories of project related news and stories on a quarterly basis;
• To support baseline surveys, case studies and mid/end project evaluations; and
• To undertake any other duties as may be assigned to them by the Supervisor.

Qualifications, skills and experiences
The candidate should have the following qualifications and relevant experience:
• A Bachelor's degree in Urban and Regional Planning, Education – Geography, Natural Resource Management, Environmental Education, Forestry, Development Studies, Agricultural Studies/Economics, Demography, Climate Change Management, Law, Mass Communication with Development or any other related field;
• At least one year post university work experience required;
• Demonstrated understanding of Zambian environmental and socially related laws and regulations would be an added advantage.
• Must possess excellent writing skills;
• Must possess good oral communication skills;
• Computer literate with skills in at Excel, Word, Power point, Microsoft Office;
• Strong interpersonal skills;
• Diplomacy;
• Confidentiality;

Reporting Arrangements
The District Operation Officer will report to the Provincial Project Operations Officers in the respective province in collaboration with each particular District Planning Officer
Contract duration
The engagement is for a period of two (02) years with a possibility of extension for another year based on satisfactory performance. The services will comprise a Lump-sum Contract Contract
