JOB DETAILS:
Background
COMESA Maritime Security (MASE) programme is a component of the broader Regional Maritme Security programme, funded by European Union. The programme was developed following the rising piracy along the Indian Ocean in the early to mid-2000s and it is jointly implemented by four Regional Organizations (including COMESA), each with different focus/mandate, all collectively targeted at curbing piracy and addressing economic effects of this transnational crime.

The COMESA component of the programme aims at strengthening the capacity of the Eastern and Southern Africa and Indian Ocean (ESA-IO) region to disrupt financial networks of pirates and their financiers. To holistically achieve this, COMESA MASE is targeting any form of illicit financial flows through implementing an anti-money laundering programme in line with Financial Action Task Force (FATF) standards. It is strengthening the entire anti-money laundering chain, starting from reporting entities, Financial Intelligence Units (FIUs), Law Enforcement Agencies (LEAs) and even up to senior government officials. This approach ensures that all stakeholders are taking part in fighting money laundering and other financial crimes in line with their respective obligations as per international standards set by FATF. The curbing of illicit financial flows and the fight against money laundering and terrorist financing globally has several benefits including protection of integrity of financial systems, citizens and national security, in general. Strong and effective Anti-Money Laundering and Combating Financing of Terrorism (AML/CFT) frameworks make it difficult for criminals to conceal illegal activities and proceeds therefrom. The programme covers twelve countries namely Burundi, Comoros, Djibouti, Eritrea, Ethiopia, Kenya, Madagascar, Mauritius, Seychelles, Somalia, Tanzania and Zambia.

COMESA MASE has four focus areas, thus enhancing analytical capacity of FIUs and their analytical tools, developing/strengthening information sharing mechanisms domestically and internationally, strengthening AML/CFT laws through reviewing, amending and drafting missing provisions thereby aligning them to prevailing FATF standards, and, enhancing capacity of Law Enforcement Agencies (LEAs). The support rendered is country-specific, in line with countries varying needs.
In ensuring that programme countries’ AML/CFT laws are strengthened, the programme supports various activities depending on need such as, conducting of National ML/TF Risk Assessment so that countries understand their risks for them to craft countermeasures commensurate to their respective risks, supporting Mutual Evaluation so that countries know how well aligned are the relevant laws, policies and procedures to FATF international standards, reviewing and amending of the laws, drafting of missing provisions, among other things.

The Consultancy
The consultancy is for review of AML/CFT laws for Djibouti to ensure that they are well-aligned to the current Financial Action Task Force (FATF) international standards.

Duration
The task is to be finalized within 20 days from the date of signing the contract
Deliverables
Reviewed AML/CFT laws for Djibouti to be submitted within 5 days after the end of the assignment duration

Payment
The Consultant shall be paid USD8,000.00 after completion of the task and submission of the reviewed laws to COMESA within the specified timeframe.

Expertise Required
1. Holds a degree in relevant field
2. Good command of French or bilingual (English-French) will be added advantage
3. Sound knowledge of AML/CFT issues
4. Sound Knowledge of prevailing FATF international standards
5. Prior experience in reviewing AML/CFT laws
6. Sound knowledge of the ESA-IO region
7. Sound knowledge of FATF standards
