Role’s Purpose
Under Objective 1, Local Impact will increase the demand for effective governance through engagement of CSOs, think tanks, private sector entities, sector user groups, traditional leaders, and citizens as informed participants in the whole cycle of service delivery. Objective 1 activities focus on raising citizens’ and CSOs’ awareness of their rights and responsibilities and will leverage the resulting enhanced skills to enable citizen and CSO participation in planning, budgeting and prioritization of visible service improvements and strengthen the demand for improved governance. Local Impact also focuses on strengthening citizens’ and CSOs’ roles in using social accountability models to hold government accountable. The role of the Citizen Engagement Specialist is to provide support to Objective 1 activities and in particular the following:
• Identify and recommend strategies to strengthen formal and non-formal mechanisms for citizens to engage with local decision-making bodies. The Citizen Engagement Specialist will map existing formal and informal citizen engagement mechanisms used by local authorities to engage citizens in planning, budgeting, and local decision making, identify the gaps and recommend what needs to be improved;
• Recommend new informal citizen engagement mechanisms to enhance citizen participation in planning, budgeting, project oversight;
• Draft simplified “how to” tools, guides and handbooks to enhance citizen participation in planning, budgeting, and local decision making;
• The Citizen Engagement Specialist will work closely with the Objective 1 Lead throughout the period of performance, who will provide guidance as needed to complete the required tasks described in the next section.

3. Tasks
• Participate in a co-creation meeting with Local Impact to agree on the road map and timelines;
• Develop tools for mapping existing formal and informal citizen engagement mechanisms;
• Conduct a desk review of existing formal and non-formal citizen engagement mechanisms to identify gaps for strengthening ;
• Works with Local Impact, Ministry of Local Government and Rural Development (MLGRD)- the Decentralisation Secretariat (DS), Provincial Local Government Officers (PLGOs) and select local authorities to identify gaps in existing formal citizen engagement mechanisms;
• Engages select CSOs at national and district level to appreciate the informal citizen engagement mechanisms being used and how the CSOs are engaging with the formal mechanisms;
• Generates and submit a report with findings and recommendations to Local Impact for review and comments by LGAZ, Local Impact and USAID;
• Updates the report based on comments;
• Once the report is approved;
• Develop simplified ‘How To’ handbooks for citizen engagement formal citizen engagement mechanisms;
• Develop guidelines and tools for the non-formal citizen engagement mechanisms.

4. Deliverables
• Concept note and a roadmap with timelines plan on how the consultant will tackle the assignment;
• Tools for mapping existing formal and informal citizen engagement mechanisms;
• Desk review report of existing formal and informal citizen engagement mechanisms;
• Meeting notes from engagement meetings with MOLGRD, DS, PLGOs, and officers from select local authorities;
• Meeting notes from engagement meetings with select CSOs;
• A draft report with findings and recommendations on what needs to be improved;
• A final report incorporating feedback from Local Impact;
• Copies of ‘How to” handbooks- one on CDF and the other on WDCs;
• Copies of guidelines and tools for the non-formal citizen engagement mechanisms.

5. Minimum Qualifications and Personal Specification
• University degree, Masters preferred, in relevant field required 10+ years of relevant experience
• Demonstrated knowledge of decentralization in Zambia
• Successful track record in advising local governments and civil society on citizen engagement and participation in local decision making
• Demonstrated experience working with cooperating partner-funded projects on strengthening citizen participation, civic engagement and local decision-making on (USAID experience preferred);
• Strong understanding of issues related to civil society and citizen engagement at the local level and for marginalized populations;
• Demonstrated commitment to gender integration and social inclusion, including women, youth, and PWD;
• Demonstrated commitment to exceptional customer relations (both internally & externally);
• Excellent organizational skills with a willingness to take initiative and be proactive;
• Energetic, forward-thinking, and creative individual with high ethical standards and appropriate professional image;
• Ability to respond effectively to time sensitive demands & inquiries;
• Fluency in English is required.
