Director of Operations
Background:

John Snow Health Zambia (JSH) with support from USAID through the eSCMIS Project will continue assisting the Government of the Republic of Zambia in the rollout of a next-generation electronic supply chain management information system (eSCMIS). The eSCMIS Project aims to increase the use of health services, decrease disease burden and increase quality of life through ensuring appropriate quantities and quality of health commodities are available at health facilities to meet patient demands. Continuing the rollout of and provision of technical support to the existing eLMIS will enable a seamless transition from the activities being done under predecessor projects. Establishing public private partnerships to promote sustainability and eSCMIS transition to the government are key objectives in Zambia during this 5-year project plan. The eSCMIS Project will work closely with and in support of the Ministry of Health.

Position Description:
JSH seeks a dynamic and highly experienced candidate for the position of Director Operations to be based in Lusaka, Zambia. The Director Operations will be a member of the senior management team, participate in technical discussions and oversee all operations of the project including operational management of subcontractors. The Director Operations will report to the DCOP and help in achieving the project’s goals and objectives.

Roles and Responsibilities:
• Serve as a member of the Senior Management Team (SMT) and assist the COP and DCOP in providing the overall vision and technical strategic direction for the project.
• Assist the COP and DCOP in developing and updating annual work plans and meeting project deliverables.
• Provide technical oversight, quality accountability and management to the Operations and Admin teams by facilitating the development and execution of team objectives, expectations, goals and activities. Hold routine team meetings to review tasks, timeframes, priorities, challenges, etc. Provide coaching, mentoring and support to supervisees. Advocate for team members with senior management.
• Provide direct supervision to the Finance Manager, Procurement Specialist and HR/Admin Manager, including development of individual roles and responsibilities, definition of tasks, development and documentation of professional development plans, and conducting performance appraisals with supervisees.
• Represent the eSCMIS Project at various technical and operational meetings, with other cooperating agencies, senior government officials and donor agencies as required.
• Support the COP and DCOP to ensure that all technical areas of the project are integrated and maximize the use of available resources of the project.
• Work closely with the Finance Manager to develop and monitor appropriate budgets to support technical activities, monitor invoicing the USAID, manage credit facility with the bank and manage subcontractor financial management.
• Work closely with the Procurement Specialist to ensure procurement policies and procedures are followed.
• Work closely with the HR/Admin manager to ensure all HR policies and recruitment are followed and the administrative team is providing needed support to the office.
• Oversee the preparation of financial and programmatic quarterly, annual and other periodic reports for PEPFAR, USAID, JSH, and others.
• Develop scopes of work and request mission approval for short term technical assistance.
• Serve as Acting COP in the absence of the DCOP and COP.
• Act as financial signatory in the absence of the COP.
• Implement and adhere to JSH’s personnel and fraud management policies.
• Perform other duties as assigned by the COP and DCOP.

Qualifications:
• Bachelor’s in finance, accounting, business, procurement, economics or related field with a minimum of 10 years direct work experience in financial, grants or contracts management in Zambia with senior-level responsibility for project administration and finance OR Master’s degree in finance, accounting, procurement, economics or related field with a minimum of 7 years direct work experience in financial, grants or contracts management in Zambia senior-level responsibility for project administration and finance.
• Experience working with NGO operational systems in Zambia.
• Experience working with senior government officials.
• At least 3 years’ experience supervising both technical and administrative staff.
• Experience working with USAID-funded projects.
• Experience in logistics/supply chain management and or public health commodities management preferred.
• Ability to participate in strategy development, manage implementation of projects and work independently.
• Ability to prepare and deliver public presentations.
• Strong representational and interpersonal skills.
• Excellent written and verbal communication and presentation skills in English.
• Willingness and ability to travel internationally, including to the US.
