Monitoring, Evaluation, and Learning Director – REACH Malaria

PATH's Malaria, Neglected Tropical Diseases program is a leader in the effort to end malaria illnesses and deaths, refines and develops tools and approaches, invests in national programs, and builds data to empower national governments to pursue malaria elimination.
PATH seeks a Monitoring, Evaluation, and Learning (MEL) Director for the USAID-funded Reaching every at-risk community and household with malaria services (REACH Malaria) global project. The purpose of the anticipated contract is to provide implementation support services and technical assistance to countries to accelerate progress in comprehensive delivery of facility and community-based malaria services, including malaria case management, prevention of malaria in pregnancy (MiP), seasonal malaria chemoprevention (SMC), health systems strengthening, data collection and use for service delivery, and other malaria prevention interventions.
The MEL Director will report to the Project Director, lead the project Monitoring and Evaluation (M&E) team, and oversee all MEL and components of the project, including the design and implementation of the Activity Monitoring Evaluation and Learning Plan (AMELP) and corresponding information system to track delivery against targets. They will guide reporting processes among technical staff, ensuring timely, accurate, and complete reporting. The position will also promote documentation, learning and knowledge sharing of best practices, plus dissemination of lessons learned and project outcomes as part of its Collaborating Learning and Adapting (CLA) approach. The MEL Director will mentor and support all technical staff in MEL functions and will manage all core MEL staff and oversee country-level MEL staff.

Responsibilities:
• Provide technical leadership and support for all M&E and knowledge management activities.
• Develop the Performance Management Plan and manage it as a tool for project monitoring to inform project leadership.
• Develop and introduce tools in close collaboration with technical team.
• Participate in relevant global technical working groups and apply global guidance to project MEL indicators and measurement.
• Lead data analysis and donor reporting.
• Provide technical oversight for M&E officers in country offices.
• Ensure effective use of data for decision-making within the project team
• Build capacity in country in effective us of data for decision-making.
• Collect, report, and analyze information on project activities.
• Ensure timely and complete reporting from partners in accordance with approved reporting formats.
• Monitor and evaluate progress towards annual work plans and expected outputs, including selecting and monitoring progress in meeting key performance indicators.
• Assist the Project Director in preparing work plans/selecting indicators and annual implementation plans with a view towards the project’s MEL requirements.
• Coordinate preparation of all quarterly and annual project reports, inception report, ad-hoc technical reports, and success stories for USAID funding in line with the required formats.
• Collect data for annual MEL plans and use those data to improve project performance.
• Adapt and implement tools and techniques to improve the quality and use of data for decision making.
• Compile information on lessons learned and expertise within and outside the project.
• Develop a detailed plan to build technical and managerial capacity of project staff.

Required Experience
• Master’s degree in a relevant field, such as public health, epidemiology, biostatistics, or social sciences.
• At least 10 years of experience working in MEL activities for global public health programs.
• At least 5 years of experience working in MEL activities for malaria case management and/or malaria in pregnancy programs.
• Familiarity with best practices in monitoring and evaluation of malaria case management and/or malaria in pregnancy programs, including standard indicators and measurement.
• Demonstrated experience in setting up and managing MEL systems to track performance.
• Strong experience with USAID reporting requirements.
• Strong analytical skills to successfully use data and evidence for decision-making to guide program adaptations.
• Excellent ability to articulate oral and written technical information clearly and effectively to both technical and non-technical audiences and demonstrated track record of producing high quality, well-written deliverables in a timely fashion.
• Ability to synthesize analysis into narrative for learning products, publications, and materials for dissemination to broader audiences.
• Familiarity with CLA approaches.
• Expertise in qualitative and quantitative research methods.
• Demonstrated management, leadership, mentorship, decision making, and interpersonal skills.
• Demonstrated ability in leading geographically dispersed teams.
• Full professional proficiency in English, with excellent oral and written communications skills required.
• Ability to interact professionally in French and/or Portuguese an advantage.
• Available to travel nationally and internationally up to 25%.

Remote Working:
PATH continues to evolve to support our employees during the COVID-19 pandemic. Currently, most of PATH’s US based positions are temporarily 100% remote, within commuting distance to our PATH offices. When PATH transitions more broadly to in-person work, we will operate with a hybrid workplace model. Hybrid employees must reside within commuting distance to one of our PATH offices. PATH’s US offices are located in Seattle, WA and Washington, D.C.
