A Call for Applications to Fill 6 Vacancies at the Transforming Landscapes for Resilience and Development (TRALARD) Project
The Zambian government has been implementing the World Bank supported Transforming Landscapes for Resilience and Development (TRALARD) project in the Northern region of Zambia, in three provinces, namely; Luapula, Northern and Muchinga. The Project Development Objective (PDO) is to improve natural resource management in the northern region of Zambia, to support sustainable livelihoods, and in the event of an eligible crisis or emergency provide immediate and effective response to the eligible crisis or emergency. The TRALARD Project's thematic areas are aimed at supporting one of the poorest regions in the country by integrating livelihood improvement with natural resource sustainability. The areas of support include sustainable landscape management, restoration and resilience, infrastructure for resilience and market access, and contingency emergency response and requirements as well as enhancing resilience and development in the northern region. The Project's landscape approach contributes to the national forest landscapes restoration as it addresses the persistent impacts of climate change. The latter is taking a toll on the natural resource base of the region, exacerbating the already vulnerable context of the people.

The Government of Zambia has embraced an integrated approach to development investments at landscape level as a response to the challenges of sustainable livelihoods. This is done by restoring degraded forest lands and through multi-dimension renewable sustainable natural resource use and restoration. The Project requires a demand for a large scale landscape approach that will positively impact thousands of rural level communities.

The Ministry of Green Economy and Environment now invites applications from suitably qualified candidates to fill the following vacancies at some of the TRALARD Project implementation areas in Northern and Luapula provinces;
Project Implementation Unit Operations Support Officer - 1 Position (Kasama -Northern Province)

Duties and Responsibilities
The Project Implementation Unit Operations Support Officer will help manage the relevant administrative duties, specifically he/she will perform the following duties:
• Provide effective quality service, identify, analyse and resolve problems with team and clients as well as stakeholders;
• Assist in the review of sub-project proposals submitted to the PIU by the Districts and Service Providers and in preparing summary reports;
• Data entry into appropriate information systems;
• Undertake monitoring and evaluation activities to participating districts to support the M&E activities of the Project;
• Distribute and provide instructions for completion of applications and other forms, reviews forms for proper completion;
• Prepare and process bills, invoices, receipts, statements, cheques, and other financial documents;
• Checking documents, letters, memos, forms, applications, or other materials for accuracy, completeness, grammar, and format;
• Collect, sort, batch, alphabetize, code, and/or place in numerical order various documents for filing, storage, or processing;
• Receive and respond to inquiries by providing directions, instructions, promotional material, or other general information or referring such inquiries to the appropriate persons
• Schedule appointments, maintain conference room availability, and reserve and assign motor vehicles and other equipment to staff;
• Answers general travel inquiries and give directions and travel information to Missions under the project;
• Keep logs and records of telephone calls, clients or visitors served;
• Handle and process mail including performing typing duties incidental to the work;
• Undertake any other duties as may be assigned by the Supervisor

Qualifications
The candidate should have the following qualifications and relevant experience:
• Degree in Business Administration, Urban and Regional Planning, Project Management, Human Resource Management Development Economics, or any other related discipline;
• Five (05) years’ experience in a similar assignment and at least three (03) years for donor funded projects;
• Excellent organisation skills;
• Excellent computer skills which should include database management;
• Ability to work independently, pay careful attention to detail and manage multiple tasks in a fast-paced environment;
• Excellent inter-communication and interpersonal skills;
• Fluency in English; and
• Knowledge of the multi-lateral bank operations will be an added advantage.

Reporting Arrangements
The Project Implementation Unit Operations Support Officer will report to the Provincial Project Operations Officer at the Project Implementation Unit in Kasama.

Contract duration
The engagement is for a period of two (02) years with a possibility of extension for another year based on satisfactory performance. The services will comprise a Lump-sum Contract.
