Assignment Title: Recruitment of Project Officer to Support the Implementation of the Southern Landscape Subcomponent of the TRALARD Project. Reference No.: ZM-MOGEE-335483-CS-INDV
The Government of the Republic of Zambia, through the Ministry of Green Economy and Environment has received funds from the World Bank to support the implementation of the Transforming Landscapes for Resilience and Development (TRALARD) Project in Luapula, Northern and Muchinga Provinces of Zambia and intends to utilize part of the funds towards payments for the contract for consultancy services (Individual Consultant) for the engagement of a Project Officer to support the implementation of the Southern Landscape Subcomponent of the TRALARD Project.
The main objective of the assignment is to implement, monitor and evaluate all activities under the southern landscape related to the protected areas component and to coordinate some specific projects with relevance to Sub Component 2 of the TRALARD Project. The scope of work includes but not limited to the following;
• Planning: Coordinates the preparation of the annual work plan and budget and other budgets, in order to ensure that the sub component implementation is planned according to the agreed 4-year plan.
• Coordination: Coordinates the implementation of the annual work plan and budget, and conduct periodic procurement, activity implementation and budget reviews and analyses, managing reconciliation of on-site and off-site budgets, in order to ensure that all planned activities are timely implemented with high fiduciary standard.
• Supervision: Supervises effectively human and other resources in order to implement all planned activities and attain the objectives of the 4-year plan.
• Administration and Support Services: ensures timely provision of administrative and logistical support services in order to facilitate implementation of sub component activities
• Monitoring and Evaluation: coordinates monitoring and evaluation of all sub component indicators and activities, including ensuring all data is collected and updated timely, in order to measure the 4-year plan results and outcome and facilitate implementation and completion of activities,
• Reports: Prepares sub component monthly, quarterly and annual reports in order to keep stakeholders informed on the status of the subcomponent implementation and performance.
• Project Proposal: Develops and formulates project concepts and proposals in order to prepare the post-project period
• Stakeholder engagement: ensure that all stakeholders are fully engaged and updated on project activities in order to ensure that all they are well informed and that subcomponent activities are well coordinated with other TRALARD components.
• Information Dissemination: Coordinates information provision about sub component activities in order to create public awareness
• Environmental safeguards: ensure compliance of all agreed environmental safeguards in the project documents and specific project sites.
• Social safeguards: ensure compliance of all agreed social safeguards in the project documents and specific project sites.

The qualification requirements for the Individual Consultant include the following;
• Bachelor’s Degree in Social Sciences, Environmental Sciences or related Post graduate qualification in Project Management added advantage
• Proof of a full Grade 12 Certificate or its equivalent;
• Five (5) years with working with local communities and protected areas;
• Three (3) years’ experience working in a Donor-funded organization will be an added advantage;
• Excellent computer skills in using Microsoft packages such as Outlook, Powerpoint, Word and Excel.
• Self-starter and ability to work independently, pay careful attention to detail and manage multiple tasks in a fast-paced environment; and Should have good communication skills and fluency in English and local language is preferable.
• Vehicle permit and ability.

The duration of the contract will be for a period of 24 months renewable.
The Officer will be located in Lavushimanda District in Muchinga Province.
The Project Officer shall report to Warden LMNP in the Ministry of Tourism for day-to-day implementation of the Project and the National Project Coordinator for the National Project Coordinating Unit for coordination of the project.
The attention of interested Individual Consultants is drawn to paragraph 3.14 to 3.17 of the World Bank Procurement Regulations for IPF Borrowers (July 2016, Revised November 2017 and August 2018), setting forth the World Bank’s policy on conflict of interest.
A consultant will be selected in accordance with the Individual Consultant Selection Method as set out in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, Revised November 2017 and August 2018)
