Job title: Director of Provincial Operations and Program Performance (DPOPP)

Job Description
The Director of Provincial Operations and Program Performance (DPOPP) oversees decentralized and non-technical Volunteer support services for all Peace Corps trainees and Volunteers (PCT/Vs) serving in a large and complex Peace Corps post. The position supports effective integration of PCT/Vs into their communities, and ensures continuous improvement of quality programming, training and support through intensive monitoring and evaluation. This position reports directly to the Country Director.

Duties of the Position:
• Supervise a multi-cultural staff, which may include host country nationals, third country nationals and U.S.
• Citizens, including provincial coordinators and assistants and Peace Corps Volunteer Leaders who support provincial operations.
• Work with the Country Director, the Director of Programming and Training, and the Director of Management and Operations to determine provincial operations, staffing structure and ongoing staff development and training needs.
• Direct provincial support for the post’s programming and training, safety and security, and medical programs, and other regional or Headquarters functions operating at the post.
• Oversee management and operations of the provincial offices and develop plans for implementing short and long-range provincial operations goals at Post.
• Review the budget for provincial operations and activities and monitor these expenditures throughout the fiscal year in collaboration with the Director of Management and Operations.
• Plan and direct operations, and liaise with the region and Agency headquarters on critical Post programs, training matters, and safety and security concerns.
• Inspect, evaluate, adjust, and train staff on effective implementation of site development and monitoring standards as well as documentation and filing.
• Support the Country Director in representing and promoting Peace Corps relationships with host country government officials and local authorities, representatives of non-governmental organizations and other persons of influence in country’s development efforts.
• Provide technical expertise in resolving problems and issues related to substantive mission-oriented programs influencing the development and maintenance of relationships with various volunteer program stakeholders.
• Coach and provide guidance to PCVs to cultivate their understanding of the challenges of Peace Corps service and their responsibilities for professional behavior. Counsel PCVs on their cross-cultural adaptation and professional development. Supports PCVs in dealing with personal problems, crises at home, and site difficulties.
• Design and coordinate the delivery of training and professional development opportunities to meet assessed needs of the provincial staff.
• Serve as Acting Country Director in the absence of the Country Director and assume all responsibilities and authorities as delegated by senior management.
