JOB DETAILS:
The five-year (2020-2025) United States Agency for International Development (USAID) Local Impact Governance Activity (Local Impact) supports the Government of the Republic of Zambia’s (GRZ) decentralization agenda by strengthening local governance and service delivery and by supporting transparency and responsiveness to citizen needs. The project is partnering with national and sub-national government authorities, along with local businesses and civil society organizations (CSOs), to achieve the following three objectives:
• Citizens improve their collective skills to assess service delivery needs and performance effectively and constructively engage with government
• The sub-national governance system becomes more responsive to citizen needs, generates and accountably expends revenue, and improves service-delivery outcomes
• The program generates learning and facilitates problem solving that supports the development of an effective, financially viable sub-national governance system for devolved services, capable of being scaled up throughout Zambia

Local Impact is committed to supporting current GRZ priorities to advance decentralization and improve service delivery, directly contributing to sixteen GRZ indicators across the six strategic focus areas of the National Decentralization Implementation Plan (DIP), 2021-2025. The project is initially working in eighteen districts in Central and Muchinga provinces to expand the capacity of district authorities to perform core functions. In the third year of implementation, Local Impact will work in nine additional districts in a third province to be determined. Local Impact is recruiting for the following position:

Position: Activity Coordinator
Location: Lusaka, Zambia
Contract Name: USAID Local Impact Governance
Type: Long Term Technical Assistance
Period of Performance: On/around October 1, 2021 – November 1, 2025

Purpose
The position will support the Local Impact Senior Management Team (SMT) by playing a lead role in coordinating and supporting the planning, implementation, monitoring and evaluation and documentation of project activities in Lusaka and in Central and Muchinga provinces in accordance with USAID and DAI requirements, including the Annual Work Plan (AWP). The Activity Coordinator will also help the SMT prioritize tasks by proactively flagging urgent or important issues, preparing for and documenting internal and external meetings, managing SMT calendars and scheduling, developing and managing activities budgets, and supporting stakeholder engagement in Lusaka in Central and Muchinga provinces. S/he must be willing to learn and use internal DAI online systems to successfully complete some of the required tasks.

Main Duties and Responsibilities
Project Management
• Support SMT to manage program deliverable schedules, coordinating with the Chief of Party (COP) and technical teams as needed;
• Assist the COP, Deputy Chief of Party (DCOP) and SMT, as needed, to plan and manage the finalization of critical technical deliverables and activity documents;
• Work with the technical teams to ensure that the activities are aligned with the Local Impact AWP;
• Document internal and external meetings, recording main action points;
• Serve as a liaison between technical teams and finance/operations teams to ensure for smooth implementation of activities;
• Manage and coordinate Local Impact activity calendar;
• Assist with travel logistics and event coordination;
• Develop and manage activity budgets using Excel;
• Engage decentralization and service delivery stakeholders.
Administration
• Support program activities, meetings, events and workshops, with the preparation of communications and training materials and logistics, and other administrative needs;
• Draft correspondence and other project documents;
• Organize project records and maintain online filing system;
• Coordinate internal and external meetings in a professional and efficient manner;
• Assist with scheduling travel and accommodations;
• Help with general clerical duties including photocopying, scanning, and filing.
Place of Performance and Reporting
• The position will be based in Lusaka, with occasional travel to Central and Muchinga provinces, and directly report to the COP

Minimum Education Qualifications, Experience and Competencies
• Minimum 9 plus years’ experience in administration or programs;
• Degree in Business Administration, Public Administration;
• Strong oral and written English language skills;
• Excellent impersonal skills and telephone etiquette;
• Administrative, organizational, and general office and project management experience, preferably with USAID projects;
• Experience with Microsoft Office suite, including Excel;
• Energetic, forward-thinking, and creative, with strong ethical standards and professional values;
• Well organized and self-directed individual with sound technical skills, analytic ability, good judgment, and strong operations focus;
• Able to maintain good working relationships with team members while retaining high levels of confidentiality and discretion
