Background
Water Aid Zambia (WAZ) has been implementing its water and sanitation programmes in Zambia since 1994 when it established its first operations in Monze District. Over the years, WaterAid has expanded to work in other districts in Southern, Western and Luapula Provinces. Our goal is to increase access to quality and sustainable Water, Sanitation and Hygiene services particularly for excluded groups through a well-coordinated and effective WASH sector that fulfils the rights of citizens.
WaterAid’s Vision is a world where everyone, everywhere has safe water, sanitation and hygiene WaterAid Zambia’s Country Programme Strategy, that runs until 2022, has 4 core objectives as follows:
1. Empower communities to demand accountability and claim their rights to equitable, inclusive and sustainable WASH services;
2. Support the strengthening of WASH sector institutional and legal frameworks and capacities to deliver quality WASH services for all;
3. Support the integrated planning and implementation of WASH across sectors for equitable and inclusive WASH services for all;
4. Raise the profile of hygiene as a public health priority to trigger the adoption of behavioural change as a social norm.
Purpose of Partnership
Over the last few years, WaterAid has been implementing a Water, Sanitation and Hygiene Project in five districts, supporting 40 healthcare facilities improve WASH services. WaterAid has secured a grant to support 60 healthcare facilities in Monze, Kazungula, Mwandi and Sesheke Districts improve WASH services. The grant will also support WASH interventions at district and community level over the next three (3) years.
WaterAid now seeks implementing partners to support implementation of the project in the four districts. One partner will be selected to implement the project in Southern Province (Monze and Kazungula) and another to implement the project in Western Province (Mwandi and Sesheke).
Brief Description of the Project
Resolution to Revolution (R2R): Creating a New Reality for WASH in Healthcare Facilities in Zambia. WASH in HCFs is fundamental to the provision of quality healthcare services, particularly for children and pregnant and lactating mothers. Inadequate and inappropriate WASH services lead to an increased risk of infections and disease for users and healthcare workers. This in turn dissuades users from seeking health services, placing the wider community at risk. While some progress has been made to ensure quality care through WASH interventions by the government, the current status of the WASH sector in Zambia indicates there are still major gaps towards attainment of sector goals regarding the provision of inclusive and sustainable WASH services, particularly in rural HCFs. With a population of 16.2 million, the challenges in the WASH sector in Zambia remain vast. The Joint Monitoring Program (2019) revealed that only 1 in 5 rural HCFs in Zambia have access to improved water on premises, improved sanitation, and consistent access to water and soap for handwashing. Other key findings indicate that only half of HCFs have access to a basic water source, compared to 100% for urban HCFs; 86% of rural HCFs use some form of pit latrine, while 89% of urban HCFs use flush toilet; and none of the HCFs surveyed have access to basic sanitation. WaterAid substantiated the findings above from an internal assessment of the state of WASH in 119 HCFs conducted in 2018 under the WASH in Health Care Project implemented from 2018-2020. The R2R project therefore builds upon lessons learned in implementing the WASH in Health Care Project in 20 healthcare facilities that had a focus on development of inclusive and sustainable WASH models at the national and district level in sector policies and strategies. The goal of the project is to contribute to improved quality of healthcare, targeting maternal and child health services, and reduce hygiene-related diseases through improved access to WASH in 60 healthcare facilities by 2023.
The project is aimed at solidifying the gains made in advancing the agenda for WASH in Health Care facilities and will therefore focus on: supporting the roll-out of national policy and standards for WASH in HCFs; ensuring enhanced capacity of healthcare workers to support WASH interventions; advocating for increased funding for WASH in the national budget; and collaborating with other partners to prioritize WASH in HCFs to foster resiliency to future shocks in the WASH sector.
The proposed project will have a three-year duration (20202023) targeting 60 HCFs and 750,000 people.
WaterAid will model full coverage of WASH in HCFs in two districts, thereby providing a strong evidence base to influence national policies and programs on WASH and present a business case for continued government investment in WASH. The project will also focus on catalysing hygiene behaviour change (HBC) as a social norm and reducing the risk of hygiene-related diseases, including COVID-19, through WaterAid Zambia’s flagship hygiene campaign called Kutuba.
The project will be implemented in two provinces: Southern Province (Monze and Kazungula districts) and Western province (Mwandi and Sesheke districts). Of the four districts, WaterAid will model full coverage of WASH in HCFs in Monze and Mwandi. The strategy to implement this project is essentially to collaborate with government institutions and community structures to deliver sustainable and inclusive WASH services in HCFs. The proposed project will be anchored on
4 core pillars:
i) systems strengthening;
ii) capacity building;
iii) inclusive services; and
iv) community engagement and hygiene behaviour change (HBC).

1. Improved access to inclusive WASH facilities and services in 60 healthcare facilities 2. Increased adoption of key hygiene behaviors in HCFs
3. 60 communities empowered to claim rights to WASH and to hold government accountable for delivery of WASH services
4. Improved institutional management and sustainability of WASH services in HCFs

WaterAid’s Partnership Approach
WaterAid’s implementation approach is to work through and with partners. WaterAid works with local/national organisations, with government departments and agencies at both national and district levels, with local authorities, community-based organisations and private sector. WaterAid recognises that for WASH services to be sustained, they need to be delivered through mandated institutions and structures at the local level.
• Recognising the challenges that mandated institutions face in performing their roles, WaterAid partners with local organisations who in turn work closely with mandated institutions as well as communities to deliver WASH services.
• WaterAid also recognises the importance of legitimacy and thus partners with organisation that are either rooted in the district where interventions are delivered or have a long-term recognisable presence in the district where interventions are implemented or at national level, with the capacity to start up interventions at district level.
• WaterAid believes that lasting and transformational change can only happen with local ownership and sustainable institutional arrangements and so working with organisations that are able to lead the empowerment of communities to participate in decision making in development processes and hold duty bearers accountable is critical.
• WaterAid works with organisations whose values and vision align. WaterAid values are: respect; accountability; courage; collaboration; innovation and integrity. .

Selected partners will be expected to implement all aspects of the project which including software and hardware components of the project

• Selected partners will be expected to ensure equity and inclusion in all aspects of implementation of the project.
• WaterAid will provide financial resources for implementation of the projects
• WaterAid will provide technical support and backstopping support for the project
• WaterAid will support capacity and institutional development of selected partners to effectively implement the project
