Expression of Interest for Consultancy to Conduct Urban Immunization Situation Analysis
The World Health Organization (WHO) office in Zambia wishes to recruit a suitably qualified, experienced, capable and self-motivated consultant to develop and conduct the situational analysis in selected Lusaka District slum areas as well as to provide the desired insight and develop draft recommendations
Duration 12 weeks
Background
Zambia has recorded rural urban inequities in immunisation services. Urban populations in the sham arcas have recorded discase outbreaks such as measles and diarrheal discases in children which reflect increased risk/ vulnerability to diseases as compared to their counterparts in less densely populated areas. With increasing urbanization children increasingly live in urban settings where context-specific challenges hinder the most marginalized from accessing immunization services. In addition, more unvaccinated children are living urban slums while challenges continue in reaching remote rural populations
The problem identified in the capital in relation to equity and coverage is that standard strategies cannot be used to address the varied uniqueness of the population and this challenge may remain unresolved without having innovations tailored to the urban settings especially the urban poor. Aggregated data to plan masks a lot of gaps and in understanding the characteristics of these under immunized children. The concentration of a large number of under immunized creates risks for outbreaks of vaccine preventable diseases especially in urban districts with densely populated areas.
The purpose of this consultancy is to seek services to identify factors that have systematically contributed to reduced access to immunisation services, increased risk of vaccine presentable diseases, compared to their counterparts in less densely populated areas as well as context-specific challenges hinder these marginalized from accessing immunization services. A combination of frameworks including urban immunisation and others shall be used to identify bottlenecks. The services of a consultant shall be engaged to develop and conduct the situational analysis in selected high density areas of Lusaka district is well as to provide the desired insight and develop draft recommendations to mitigate challenges. .

Scope of Work
1. Draft a concept note for Urban Immunisation in Zambia with focus on Lusaka.
2. Develop costed workplan for Urban Immunisation Situational Analysis and share with WCO for review. This shall include the following:
• Review Main tasks and Responsibilities for assessment
• Desk Review by day 10 of assignment
• Adaptation of Assessment Tools/Questionnaire
• Orientation of assessment team on tools
• Finalisation of Assessment Tools/Questionnaire
• Finalisation of Field Teams and Team Leads
• Field Assessment by end of week 4 of assignment
• Data Analysis and consolidation of findings
• Formulate recommendations from assessment
• Drafting of report by end of week 7 of assignment
• Debriefing of stakeholders
• Submission of Final Report of Urban Situational Analysis with recommendations by end of Week 8 of assignment
• Develop, Review and finalise Urban Immunisation assessment tools
3. Conduct orientation of field teams
4. Lead and Coordinate field assessment
5. Conduct data analysis from field findings and consolidation of assessment findings by thematic areas
6. Draft report and recommendations
7. Submission of final report and recommendations


Qualifications
Education
• Essential: Degree in health related field or social science
• Desirable: Masters in sociology/ anthropology
Experience:
• Essential: Not less than three (3) years
• Desirable: Conducting Similar activities
Skills
• Analytical skills: Should have excellent critical thinking, analytical, and investigative skills
• Writing skills: Should have ability to prepare concise reports, and to publish research in academic journals.

• Technical report from field assessment
• Presentation for Stakeholder's debrief
• Recommendation Report from stakeholders debriefing meeting
• Data set from field assessment
