The International Partnerships Division (IPD) is the institutional focal point for the Organization’s relations with inter-State consultation mechanisms on migration (ISCMs), non-UN inter-governmental organizations (non-UN IGOs), civil society, and IOM observer organizations. Thematically IPD has been providing guidance and expertise on (inter-)regional and global migration dialogues, mixed migration flows and migration scenario building. The nature of this consultancy is assessing IOM’s engagement with intergovernmental organizations (IGOs) outside the United Nations System (non-UN IGOs) and preparing recommendations on institutional approach to engagement with non-UN IGOs per category of IGO.
Non-UN IGOs are important actors and provide important forums for the shaping of migration policies and programmes within or across regions. IOM has been collaborating with IGOs since its establishment. The increasing recognition of the importance of concerted approaches to migration calls for an assessment of the institutional engagement with non-UN IGOs and formulation of the main principles for such engagement.
The assessment report will be anchored on the IOM Constitution; IOM Strategic Vision 2019-2023, the Migration Governance Framework and the relevant institutional documents and processes addressing partners and partnerships. It will take into consideration the 2030 Agenda for Sustainable Development, the Global compact for migration, the Global compact on refugees, and other documents addressing international cooperation for migration and migration governance, with a focus on relevant IGOs’ strategies, policy and operational documents.
Under the overall supervision of the Head of the International Partnerships Division (IPD) in IOM Headquarters and direct supervision of the Migration Policy Officer, and in collaboration with relevant units at Headquarters and IOM Offices, the successful candidate will be responsible and accountable for assessing IOM’s engagement with intergovernmental organizations outside the United Nations System (non-UN IGOs) and preparing recommendations on institutional approach to engagement with non-UN IGOs per category of IGO. .

Core Functions / Responsibilities:
1. Assess IOM’s engagement with non-UN IGOs.
2. Develop detailed workplan; the assessment methodology, structure of the assessment report, and, where necessary, survey or interview questionnaire.
3. Become familiar with the background materials provided by IOM.
4. Do own research in libraries and on the internet.
5. Conduct stocktaking of IOM engagement with non-UN IGOs.
6. Where necessary, conduct face-to-face or tele- interviews or survey. Take own notes at interviews. Tabulate the results of the survey and of interviews.
7. Produce assessment analytical report based on the desktop research, stocktaking, interviews and survey questionnaires; and with recommendations on strategic institutional approach to engagement with non-UN IGOs per category of IGO. The report should address at minimum: review of existing cooperation, and recommendations for strategic institutional approach to engagement with non-UN IGOs.
8. Upon completion of the tasks, provide to the Organization a final report on the consultancy assignment and its outcomes, offering observations on the impact of the consultancy for the national/regional programme it is supporting and any future assignments by the Organization.
9. Consult with the Organization on appropriate and agreed approaches to the specified tasks prior to assumption of the tasks.
10. Follow the advice and guidance by IOM IPD.
11. Incorporate inputs by the IPD project lead and the Review panel conveyed by IOM IPD.
12. Meet the deadlines set for the assignments.
13. Perform such other duties as may be assigned.

Required Qualifications and Experience:
Education
• PhD degree in Political science, International relations, Law, Economics or Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or
• Master’s degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in partnerships and international and inter-institutional relations;
• Experience in conducting assessments of international /or regional organizations or structures; ;
• Experience in migration policy and migration governance; ;
• Proven experience in reports on partnerships or migration.
