Job Purpose
The Head of Programmes will lead all WASH-related technical design, sectoral assessments, budget management, monitoring and reporting activities through the whole project cycle – start-up, implementation and close-out – in line with the Organization’s program quality principles and standards, donor requirements, and good practices. This will involve strategic planning, programme design to establish an innovative portfolio that will likely include partnerships with both governments and global corporations. Engage in medium and long-term planning and strategy activities, ensures continuous quality improvement of programmes and contribute to a positive working environment for its staff. Use evidence-based advocacy from research and project findings in briefing papers for staff, local and regional stakeholders and government departments to inform regional and national development strategy.

Summary of Key Responsibilities:
• Overall supervision and support of currently implemented programmes in all the phases of the project cycle.
• Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities following MEAL Policy. Proactively identify issues, and report them to inform adjustments to plans and implementation schedules
• Overall responsibility for programme development, implementation, reporting and programme risk management
• Integrating and ongoing management of effective monitoring and evaluation frameworks into programme design
• Publically representing the Organization to support the Country Director and Head of Fundraising by communicating our work, and results and advocating for our objectives.
• Strategic planning, programme development and proposal writing including incorporating innovations, research and good practices.
• Participate in Country Management Team meetings and decision-making, in line with set strategies and policies.
• Supervising Monitoring, Evaluations, Accountability and Learning processes and procedures, tracking programme status through internally developed monitoring tools and use of common IT tools.
• Exploring innovative solutions and thinking creatively to identify solutions that will maximise our impact on the ground.
• Working with the Country Director to develop our country strategy and programme plan.
• Ensure programme coordination and coherence across the Organizations growing portfolio.
• Striving for quality programmes including mainstreaming accountability systems and cross-cutting issues like WASH, gender, social inclusion, climate change and good governance.
• Ensuring the financial side of programming is understood and followed by the project teams together with the financial department.

Primary Areas of Accountability:

Qualifications and Experience
• Master’s Degree in Geology, Hydrogeology, Public Health, Engineering, Water Resources Management, Environmental Sciences, Development Studies or relevant discipline
• Must have at least a minimum of 10 – 12+ years of NGO Managerial Experience Managing WASH or Related programmes
• Must have proven experience in designing and implementing SANITATION MEASURES
• Must have proven experience in managing Multimillion Dollar development projects.
• Must have a minimum of 5 years of experience in working to strengthen elements of WASH systems and understanding of WASH interaction with health, climate change, economic development and education.
• Must have proven WASH Expertise in the design and implementation of water, sanitation, and hygiene programmes
• Must have experience living and working in a developing country with the ability and desire to work with teams from different economic and cultural backgrounds and across multiple language barriers.
• Experience in organizational strategic planning and programme design.
• Experience leading robust public health programmes that cover disease burden, disease outbreaks, preventive health and hygiene programmes and health systems.
• Must be able to speak and write two of the Zambian Major Local Languages (i.e. Bemba, Lozi, Nyanja or Tonga)
• Must be ready and willing to travel at short notice
