Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.
In Zambia, the Social Cash Transfer Programme has been in place since 2003. The programme is implemented in all 115 districts in the country by the Ministry of Community Development and Social Services (MCDSS). The major objective of the Programme is to reduce extreme poverty and the intergenerational transfer of poverty among beneficiary households. Results from the Social Cash Transfer (SCT) programme have shown that individuals and households on the programme have experienced notable improvements in their living standards, including improved housing, asset ownership, food security, greater participation in economic activities and better school attendance for children.
Despite the huge success of the SCT programme, it is widely acknowledged that the on-going rapid scale up of the programme, has put immense strain on key systems such as registration, payments, management information, complaints, and programme monitoring. Recently the SCT cash transfer programme experienced challenges particularly related to payment mechanism with some beneficiaries (paid through an external service provider) not receiving their full entitlements. Overall, there have also been concerns raised about the efficiency, effectiveness, transparency and accountability of the SCT payment system.
Considering the above, the Ministry of Community Development and Social Services Welfare with support from the Smart Zambia Institute (SZI) has prioritised and accelerated work on SCT systems development. The ministry has made progress on developing the Zambia Integrated Social Protection Information System (ZISPIS) and related to this, an electronic tracking and payment system for the SCT. As part of developing the ZISPIS, WFP will provide technical support to government to integrate the current mobile registration technology into the ZIPIS and to develop a biometric authentication system for Social Cash Transfer Payments
STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. First degree in Social Work, Social Policy, Development Studies, Nutrition, ICT Social Sciences, Environmental and project managemnet or related qualifications.
Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.
JOB PURPOSE
In line with the above, the primary accountabilities of this role is to support the Ministry of Community Development and Social Services to roll out the Mobile Beneficiary Registration and Biometric Component for the Social Cash Transfer payment system under the Zambia Integrated Social Protection Information System (ZISPIS). The task will also involve supporting the Disaster Management and Mitigation Unit (DMMU) in developing Food Nutrition Security Monitoring Systems (FNSMS).. .

  Job Responsibilities:
• Support the fostering of partnerships with stakeholders in the Social Protection space.
• Support the development of Social Protection programme communications and reporting material.
• Providing Quality Assurance on the re-development of the SCT mobile beneficiary registration system.
• Leading the role of WFP as a Business Information System Development Consultant between the MCDSS and Smart Zambia Institute (SZI)
• Training of trainers and implementation monitoring for the rollout of the re-developed mTech system
• Support to Joint Social Protection Working Group on progress monitoring and reporting on agreed Mobile registration tool workplans
• Providing technical backstopping focused on Quality Assurance for the development of the Social Cash Transfer Biometrics Authentication system.
• Training of trainers and implementation monitoring for rollout of the biometrics system.
• Identifying similar interventions by WFP elsewhere and facilitating South to South learning for MCDSS and SZI. Following which Quality Assurance must be supported on the development of any lessons learned and implemented locally.

Job Experience Requirements:
• At least five (3) years graduate experience with an International Organization or Government Unit responsible for project management and/or management of information systems, experience implementing SCT is an added advantage.
• He/she should have a thorough knowledge of project planning, management and monitoring and social protection systems as well as a high level of analytical capability and excellent interpersonal, writing and oral presentation skills.
