Dispatch Coordinator
The successful candidate will be responsible for the below:
• Ensure all orders are dispatched on the scheduled day of dispatch.
• Ensure to dispatch all trucks in a timely manner avoiding delays
• Ensure dispatch managers, supervisors and clerks are following SOPs.
• Review and arrange all transportation paperwork inclusive of driver trip sheets, offloading delay reports and invoices.
• Record accurately weights of products dispatched analyzing all variances
• Perform in collaboration with Logistics Manager to enhance load capacity and reduce damaged merchandise and loading errors.
• Prepare Weekly reports showing orders vs what was dispatched
• Record average loading and offloading times
• Ensure to address safety infractions, violations as recorded to every incident occurring in dispatch.
• Support management team to supervise transportation of personnel.
• Ensure compliance to all security as well as operational procedures.
• Agree on route planning with logistics before trucks embark on deliveries
• Be able use of the fleet management and tracking tool “Geotab”

Qualifications
• Minimum of 2 years relevant Supply Chain or Logistics Management
• Diploma in Supply Chain Management or Related Field

Background
John Snow, Inc. (JSI) is a public health management firm, headquartered in the United States, dedicated to improving the health of individuals and communities throughout the world. JSI has been implementing public health work in Zambia for over 25 years.
JSI seeks a dynamic and experienced Finance and Operations (F&O) Director for the anticipated United States Agency for International Development (USAID) funded Zambia Integrated Health Activity (ZIHA). The Activity will work in 3 provinces, Copperbelt, North Western, and Central, with the main objective focused on HIV prevention, care and treatment with integrated health services, specifically family planning and reproductive health (FP/RH) as well as maternal, newborn and child health (MNCH).
The F&O Director is a full-time position based in Lusaka and will oversee project finance, operational and administrative duties, including human resource management, information and communication technology, grants management, and procurement. S/he will ensure the financial systems and internal controls are in place and comply with the standard US Government and JSI/HQ policy and procedures. S/he will provide management support and implementation in the implementation of program activities. S/he will work closely with and under the direct supervision of the Chief of Party.
This position is contingent upon donor approval and funding.

Major Responsibities
• Provide financial management and administration of the activity, and management support and oversight in the implementation of project activities
• Coordinate with the COP to ensure that strategic and periodic budgets and forecasts are prepared and submitted in a timely fashion.
• Ensure the complete documentation and accountability of all financial transactions and preparation and closing of monthly field accounts
• Preparing and presenting project Pipeline Analysis on regular basis to the Senior Management Team for discussion
• Oversee sub-grant management and support the implementation of the project’s electronic data management platform (SalesForce)
• Support supply chain management expertise to support quantification and advocacy around commodities and supply chains
• Support the development of budgets, conduct budget flexibility analysis, costing of work-plans and assignment of expense codes for use by program staff in the implementation of activities.
• Oversee project procurement procedures
• Oversee granting and financial support to local partners
• Collaborate with Boston office to ensure accurate and timely financial information is presented to USAID.
• Ensure the management and compliance is in line with financial requirements for USAID, JSI and the laws of the GOG.
• Support in implementation of all policies and procedures of JSI, both local and global.
• Provide training and/or guidance to staff on financial controls and operational systems
• Support the COP and the team in responding to Financial and performance audits as and when necessary
• Perform any other duty as assigned by the COP.

Qualifications
• A master’s degree in business administration, finance, accounting, or other relevant field, or a bachelor’s or certified accounting degree with 10 years or more of experience
• A minimum of eight years of experience in administrative and financial management of large-scale, complex, international development assistance programs
• Demonstrated senior level experience working with PEPFAR funded programs and/or other USAID funded activities.
• Demonstrated knowledge, skills, and/or experiences in accounting, financial planning and management, supply chain support, and procurement, among other management support areas/functions, as required.
• Demonstrated supervisory experience.
• Demonstrated experience and skills in developing and managing large budgets.

Job Summary:
Under the guidance of the COP, provides operational oversight on financial and human resources management, efficient procurement and logistical services, contracts & grants, asset management, ICT, and general administration as well as ensuring consistency with USAID/USG’s rules and regulations. Oversees overall financial management to include budget management and monitoring, forecasting needs, procurements, management of financial systems and enforcing controls.

Responsibilities:
• Responsible for implementing and enhancing the internal organization processes.
• Oversees reporting and monitoring of organizational performance metrics.
• Ensures compliance with USAID/PEPFAR rules, regulations and policies as regards operational issues such as contracts & grants, procurements, financial management etc.
• Manages the planning and implementation of field activities which includes oversight of budgets, grants, operational plans, reporting, and procedural and financial compliance.
• Ensures efficient management and utilization of resources in accordance with applicable FHI and donor policies and procedures.

• Develops and maintains systems of internal controls to safeguard financial assets of the program.
• Oversees all internal and external audits of the project; coordinates activities of independent auditors ensuring all compliance issues are met. Ensures that substantiating documentation is approved and available such that all transactions may pass independent and funder audits.
• Ensures compliance with USAID/PEPFAR’s rules, regulations and policies as regards operational issues such as vendor selection, procurements, financial management, contracts and grants, inventory management etc.
• Manages day to day processing of accounts receivable and payable; produces reports as requested.
• Oversees cash management processes, including liquidity management, recommendation of impress level, risk assessment, bank relationship management; timely accounting and reconciliation of all transactions, security for cash assets on site.
• Routinely monitors financial exception reports for unusual activities, transactions, and investigates anomalies or unusual transactions.
• Coordinates responses to requests for financial information in a timely manner regarding program challenges, subcontractor or grantee issues, or changes to work plans or budgets.
• Oversee the maintenance of the inventory of all fixed assets, assuring all are in accordance with regulations.
Operations:
• Work closely and transparently with all external partners including third-party vendors and consultants.
• Oversee administrative functions as well as facilities to ensure efficient and consistent operations as the FHI 360 policies and procedures and funder rules and regulations.
• Manage project procurement processes
• Ensures continual review of internal and strategic controls, communications, risk assessments and maintenance of documentation;
• Supports partners as needed to ensure sound financial management and operations;
• Ensures that sub-contracts, sub-grants and local consultancy documents and procedures are completed in a timely and correct manner and comply with FHI 360 and funder policies and regulations; and
• Provides overall administration coordination and support to ensure an effective and efficient operating platform for the program.

Qualifications:
• A master’s degree in business administration, finance, accounting, other relevant field, or a bachelor’s or certified accounting degree with 10 years or more of experience;
• A minimum of twelve years of experience in administrative and financial management of large scale, complex, international development assistance programs;
• Demonstrated knowledge, skills, and /or experiences in accounting, financial planning and management, and procurement, among other management support areas/functions, as required;
• Strong financial and operational management experience with proven management skills;
• Demonstrated experience and skills in developing and managing budgets with a value of over $100 million.
• Experience and working knowledge of accounting, finance, procurement and administration of PEPFAR funded awards
• Contract Management experience is a must
• A successful track record in setting priorities; keen analytic, organization and problem-solving skills which support and enable sound decision making
• Strong interpersonal and team-building skills with significant experience building strong host country national team;
