Job Purpose
The Public Relations and Promotions Officer will manage relations with external stakeholders, Business communities, all spheres of government, as well as the media. Assistant the PR Manager to shape and protect the Company’s corporate image in ways that promote business, values and mission. Help the PR Manager in maintaining media relations and collaborate with marketing teams in promotional activities.

Summary of Key Responsibilities;
• Work with the PR Manager to provide strategic counsel to the Agency by providing political and policy intelligence and analysis of relevant emerging policy and political developments, together with clear recommendations to senior colleagues.
• Develop and implement an approved media strategy for the company
• Manage Media & Stakeholder Relations, Investor Relations, Corporate Branding and Reputation Management.
• Assistant the Manager to develop and ensuring the effective implementation of strategies for areas of responsibility
• Identify key strategic, social, political and societal issues that might affect the organization/Agency.
• Manage negative publicity
• Work with the PR Manager to conduct ongoing environmental scanning to affect corporate positioning and implement strategies.
• Support the HR team in running change management campaigns through well-crated messages
• Conduct quarterly performance reviews of subordinates and attend to areas of non-performance
• Identify training and development opportunities for subordinates
• Participate in the recruitment of PR & Communication junior staff and Management Trainees
• Any other duties as assigned by the PR Manager
Required Competencies and Skills
• Excellent communication, negotiation and interpersonal skills
• Excellent organizational skills including the ability to produce high-quality work to tight deadlines in a pressurized environment
• Ability to devise the strategy for, define deliverables and implement high-quality government relations programmes
• Ability to work with staff at all levels within different Government Officials (Ministers and Permanent Secretaries)

Qualifications and Experience
• Degree in Communications, Journalism, Public Relations or Marketing
• Must have at least a minimum of 3-5 years experience in Public Relations / Marketing/Promotions/Affairs/Communications
• Quasi-Government working experience in the same capacity will be a plus
• Excellent Knowledge of Public and Media Administration, Communication and Media Buying.
• Must be a member of ZAPRA

Action Against Hunger-USA is part of the Action Against Hunger International network, which provides humanitarian relief in over 45 countries worldwide in the sectors of nutrition, health, water/sanitation, and food security. Action Against Hunger- USA, an independent NGO, currently manages operations in 8 countries: Zambia, Uganda, Somalia, Kenya, South Sudan, Ethiopia, Tanzania, and Haiti. Action Against Hunger-USA has over $100 million in programs, and approximately 1,700 permanent staff based in New York City, Washington D.C, Nairobi, and country offices. Additional growth is anticipated.

Overall Objective
The aim of this consultancy is to support the growth of new business development opportunities in Action Against Hunger Zambia in the manner that assures quality, influence and impact. To achieve this, the Business Development Consultant will champion and coordinate Action Against Hunger’s resource acquisition processes from a wide range of bilateral, multilateral donors, foundations and corporations as well as a variety of emerging non-traditional funding streams. The consultant will work closely with the Country Representative, Technical leads, regional grants and contract team, USG Business Development Team and International Network Member Teams to specifically grow revenue through analysis and development of relevant opportunities and ensure compliance with donor and internal regulations and standards.

Specific Objectives
The technical proposal coordinator/grant writer is expected to:
1. Ensure Action Against Hunger Zambia is effectively prepositioned as a supplier to the Scottish government for the Climate Just Communities Opportunity for Zambia including incorporation of potential partners and in collaboration with Action Against Hunger Grants Team and the Country Director.
2. Lead in all aspects of proposal development.
3. Read background information as needed to support development and fleshing out the interventions and activities as part of the technical approach.
4. Participate in technical discussions as needed.
5. Help to refine the application outline, and help to refine the strategy.
6. Following written and verbal direction, technical inputs, and timely feedback provided by Technical Lead, technical inputters, and reviewers, write the technical application.
 

7. Coordinate, monitor and/or support in the completion of all sub-components of the technical proposal as per the agreed timeframe
8. Ensure drafts are responsive to proposal requirements and submitted in appropriate format including font/page spacing.
9. Help to develop and/or provide input to other sections of the application as needed (annexes such as staffing plan, institutional capacity, budget narrative, etc)
10. Ensure the coherence and technical quality of the overall proposal package prior to submission.
11. Ensure that Key staff (including partners’) have a clear understanding of donor compliance requirements including any regulatory or contractual changes throughout the project management cycle.

Timeframe
The Invitation to Tender from the Scottish Government has already been released and all applications must be submitted by 18th November 2022. Internally the final reviewed application must be ready by 15th November 2022.
Budget
The consultant will be paid fixed fee which they will propose in their application. The consultant is responsible for personal insurance during the contract. The consultant will also provide any necessary materials (including laptops) required to perform the consultancy.

I. Required Qualifications
• Bachelors or master’s degree in International Development, Business Management, Project Management, development studies or Social Studies.

2. Required Skills & Experience
• Minimum of 5 years of relevant in-country business development and grant portfolio management, fundraising, external engagement/networking.
• Prior demonstrated experience developing, coordinating and writing proposals for a wide range of institutional donors and foundations.
• Experience working with diverse donors i.e. DEFRA, UK Government tenders, SIDA, WFP, UNICEF, OCHA, UNDP, BMZ/GFFO, GIZ, USAID, ECHO, EU, GAC etc
• Demonstrated skills organizing teams to produce high-quality proposals on a tight deadline.
• Technical knowledge of Climate, WASH, Agricultural and food systems is a plus.
• Ability to sustain interpersonal and professional relationships with internal colleagues and contacts in donor and peer organizations.
• Excellent planning and resource management skills.
• Excellent written and oral communication skills, including the ability to effectively present complex ideas to diverse audiences.
• Ability to multitask with ease and grace, balancing and adapting to frequently changing priorities.
• Advanced negotiating and conflict resolution skills.
• High proficiency in working with finance team to support development of a budget.
• Flexibility to adapt to any subsequent changes in the terms of reference.

IFC is seeking to contract two Individual Local Field Project Coordinators (Consultants) to provide support to the projects in Lusaka, Zambia and Lilongwe, Malawi each, under supervision of the project team leader, program coordinator and in collaboration with technical specialists leading the different components of the project.

Objective of This Assignment
The overall objective of the assignment is to ensure that the project activities are delivered on time, within budget, and with achievement of targets in the project Implementation Plan. The Consultant will regularly visit the client and target beneficiaries in the project and engage with the IFC, client and implementing partner project teams to help support implementation, supervise and monitor project timelines and targets in the implementation process.

Scope of Work
Project field coordination
• Follow-up on the day-to-day operational dialogue with the local client team, all counterparts including relevant local implementing partners, consultants, and all other relevant stakeholders, to ensure smooth and timely implementation of project activities.
• Undertake any other activities related to the implementation of the project, including carrying out regular supervision missions for all MAS components, alerting TTL and Global Program Coordinator of issues and problem solving as needed.
• Identify and promptly notify the project team of implementation risks, issues and challenges and provide advice and support in their resolution.
• Participate in meetings or events related to the project, including working with the communications team for promoting the project locally.
• Establish a strong professional relationship based on trust with the client and all other stakeholders, including sector players and staying abreast of key sector developments and keeping the project team informed.
• Support the TTL and Coordinator in preparation of semi-annual Project Supervision/Completion Report (PSR/PCR): provide inputs to the PSR/PCR document, collect all required documented evidence and ensure their quality and accuracy, follow-up all M&E indicators.
• Support the TTL and Coordinator in the organization of semi-annual Steering Committee Meeting (SCM): ensure the availability and quality of presentation/document required for the SCM.
• On an as-needed basis, provide information on the project for IFC’s internal or external communication and events such: donor’s reports, briefs for missions of World Bank Group staff, knowledge events and publications, information requests from government officials, research institutes, agribusiness companies, and similar.

Qualifications Criteria
The Consultant is expected to have a proven track record in managing development projects in agricultural supply chains. The Consultant should meet the following criteria:
• Masters’ degree or higher in agriculture, development, finance, economics, or a related topic.
• A minimum of 7 years’ experience of demonstrated and relevant project management experience.
• A minimum of 7 years’ experience working with agricultural cooperatives, retailers, village based agents and other relevant supply chain actors.
• Experience with gender and social inclusion integration in agricultural projects/market systems.
• Experience with business management training for farmers.
• Strong interpersonal and communication skills (written and verbal), in both English and Bemba (Zambia)/ Chichewa (Malawi).
• Demonstrated project management, coordination and operational experience, and attention to detail.
• Demonstrated ability to learn new topics quickly.
• Ability to travel at short notice and work under pressure in difficult and remote locations.
• Strong organizational and time management skills.
• Ability to adapt and be flexible; and to demonstrate the ability to work independently and within
a multi-disciplinary and multi-cultural team.
• Strong proficiency in MS Office (Word, Excel, Outlook and Power Point) and scheme standard databases.
• The Consultant is expected to be based in Zambia/Malawi.

Reporting
The STC will primarily report to the MAS project Team Leader based in Cairo. S/he will be working under the technical guidance of the project coordinator for MAS, and in close collaboration with the pool IFC colleagues working on other components, including FIG.
The consultants will initially be contracted for 80 days which can be extended up to a maximum of 150 days from the start of the contract until June 30, 2023. The consultant will be based in Zambia/Malawi. Field activities will primarily be conducted in French. Some farmer outreach may be conducted in local languages.
