NPS01 (Five Year Contract): Head Office
The National Pension Scheme Authority (NAPSA) wishes to recruit for the positions of Authority Secretary and Director Investments on fixed term contracts to be based at its Head Office in Lusaka. The two positions will report to the Director General.
The successful applicants will be expected to have demonstrable competencies relevant to the respective job and will be offered a competitive remuneration package.

Main Purpose of the Job
The Director Investments' responsibility is to provide support to the Director General, in coordinating investments for NAPSA, and in the acquisition of the needed finances. The work involves: formulating the investment strategy for the Authority, appraising and recommending investment opportunities to the Finance and Investment Committee of the Board of Trustees, and monitoring and reporting performance of the Authority's investment portfolio. Overall, the role manages the day to day operations of the Investments directorate to ensure smooth operations and coordination of all investments activities.

Key Responsibilities:
• Implement the NAPSA investment strategy, policies, procedures and guiding principles to support the Authority's strategic objectives.
• Implement fund development plans including asset allocation mixes and allocation of cash flows and revenue generation strategies to enable NAPSA meet its financial objectives
• Develop growth strategic initiatives and budgets for NAPSA including market expansion opportunities for executive management and Board approval.
• Establish innovative alliances, co-investments/ business arrangements with investment advisers and development partners to deliver prudent investments. Coordinate the development of the NAPSA investment work plan.
• Coordinate the hiring and management of Fund Managers, Custodians and Investments Advisors.
• Develop and implement a framework for the establishment, management, and nurturing relationships with investee companies, key stakeholders and market participants.
• Develop and implement internal controls to safeguard the assets of the fund. o Hold regular meetings with investment analysts and NAPSA managers, managers to discuss the NAPSA investment plan, to ensure all the investment activities are aligned with the NAPSA investment strategy and plan. Monitoring t and managing risk and compliance, and rebalancing of the investment portfolio.
• Developing a long term investment strategy taking into consideration actuarial recommendations to deliver best outcomes for asset and liability matching.
• Ensures good governance and adherence to regulatory requirement by all NAPSA subsidiaries.
• Coordinates research on investment to ensure NAPSA investment decisions are advised by current best practice, financial and market trends.
• In liaison with the HR Directorate, coordinate the training and development of the staff in the Directorate to ensure the availability of competencies critical for the delivery of quality investment services for members.

Relevant Qualifications
• Five (5) "O" Levels with credit and above including Mathematics and English •
• Bachelor's Degree in Economics/ Accounting or equivalent/ ACCA CIMA/CA Zambia or equivalent
• Master's Degree in a business related field.

Personal and Professional Experience:
Not less than 10 years' experience in Accounting, Banking, Finance, Fund Management or equivalent at a senior management level in an organisation with similar size of operations.

The Authority Secretary is responsible for:
All the legal affairs of the Authority and the provision of robust legal advise to the Board, Director General and Executive Management and staff to enhance governance and minimise legal risk.
The strategic direction of all legal and litigation matters involving the Authority's operations and business;
Overall compliance of the Authority with legal/regulatory requirements and policies and ensures effective and efficient operation of the Board of Trustees;
Providing thought leadership to the legal team and co-ordinating the operations of the directorate on a day to day basis to ensure sound, robust, expert, cost effective legal and board support services are rendered to the Authority.
Ensuring key decisions of the Board and Executive Management are accurately recorded and maintained in safe custody.
