Job Description
Abt Associates is hiring for the anticipated Zambia Integrated HIV and Health Project (ZIHA) which will be an approximately $100 million activity. ZIHA will work in Copperbelt, North Western, and Central provinces to provide comprehensive HIV prevention, care, treatment, and support services for people living with HIV (PLHIV) and will also integrate support for family planning/reproductive health (FP/RH) and maternal, newborn, and child health (MNCH) services.
The Deputy Chief of Party – Finance and Operations functions as the chief financial officer and manager of all financial aspects of the contract. The successful candidate will function as the principal point of contact with USAID in these areas.

Key roles and responsibilities include:
• Provide managerial and operational support to the Chief of Party, by overseeing project finance and accounting, operations, grants management, IT, and human resources;
• Collaboratively create and implement a strategic, long-term vision for financial management and operations of the project;
• Lead and oversee development of annual budgets, financial reports, compliance documentation, and other deliverables, ensuring all are on time and of high quality;
• Manage and supervise project financial, grants, administration, and operations personnel
• Troubleshoot to prevent and resolve potential problems related to finance and operations and review outputs for quality control;
• Provide support to COP in ensuring compliance with the policy and legislative requirements of USAID as stipulated;
• Act as acting COP in the absence of the COP, as necessary.
Preferred Qualifications:
• Master’s Degree in Public or Business Administration, Finance, or a related field.
• At least10 years of experience managing grants or contracts for private sector, universities, international NGOs or other organizations with similar scopes of work.
• Experience and knowledge in fiscally managing all aspects of at least one large multi-million US dollar contract funded by an international donor of similar size and complexity.
• Demonstrated skills in organizing, tracking, and monitoring resources and establishing priorities.
• Strong oral and written communication skills in English are required.

Minimum Qualifications:
Bachelor’s Degree + Fifteen years of relevant experience, or Master’s Degree + Twelve years of relevant experience, or PhD + Ten years of relevant experience

Finance Directorate
1. Assistant Accountant (2 Positions) Western And Eastern Provinces
(i) Job Purpose

Reporting to the Regional Accountant, the Assistant Accountant will assist the Regional Accountant in the preparation and coordination of all accounting work in the Region. The Assistant Accountant will also ensure that all relevant books of accounts are accurately maintained and that the requisite information is promptly availed to management and in a suitable format.

(ii) Key Responsibilities and result areas
• Receiving cash and banking it promptly;
• Initiating payments in line with approved budget line;
• Maintaining Petty Cash and filing all accounting documents and correspondence;
• Initiating Journal entries and Updating the Cash Book;
• Sending both hard & soft copies of all deposit slips of revenue and incomes;
• Sending copies of retirement of funds received for various projects and operations;
• Perform banks reconciliations ,cash and petty cashbooks;
• Update the Regional fixed assets register on regular basis;
• Prepare periodic and ad-hoc reports;
• Perform any other duties that may be assigned from time to time

(iii) Qualifications and Attributes
• Grade Twelve (12) Certificate
• Bachelor’s Degree in Accounting or;
• ACCA level 2; or
• CIMA level 2; or
• NATECH or;
• ATD or equivalent.
• Minimum of two (2) years experience;
• Registered Member of the Zambia Institute of Certified Accountants (ZICA)

:
Reporting to the Regional Accountant, the Cashier is responsible for receipting and depositing all income received on a daily basis and maintaining records on income collected to facilitate accurate and reliable financial reporting.

(ii) Key Responsibilities and result areas
• Preparation of daily receipt schedules and ensure deposit of income received on daily basis
• Preparation of monthly income returns and uploads
• Maintaining accurate records of income received
• Reconciling ledger accounts as assigned by Regional Accountant
• Perform any other duties that may be assigned from time to time

(iii) Qualifications and Attributes
• Grade Twelve (12) Certificate
• CAT, AAT/ NATECH/ZICA TECH/ACCA I,
• Minimum of one (1 ) year relevant experience
• Registered Member of the Zambia Institute of Certified Accountants
• Computer Literate

1. Principal Internal Auditor (2 Positions)
(i) Job Purpose

Reporting to the Senior Manager, the Principal Internal Auditor is responsible for planning and execution of routine and special audits including investigations.

(ii) Key Responsibilities and result areas
• Plan and execute all types of audits.
• Review the effectiveness of the risk management process.
• Review and appraise the soundness, adequacy, and application of accounting, financial, and other operating controls and promoting effective control at reasonable cost.
• Ascertain and evaluate compliance with established policies, plans, procedures and statutes and other Legal Covenants
• Ascertain and evaluate how the resources for the Agency are accounted for and safeguarded from losses of all kinds.
• Ensure that Financial Management and other operating information are accurate, reliable and timely.
• Ensure that adequate systems and controls are in place to prevent or detect frauds

(iii) Qualifications and Attributes:
• Grade Twelve (12) Certificate
• First degree or equivalent from a recognised institution;
• Full ACCA ,CIMA or CA plus five years’ experience;
• A member of ZICA/Institute of Internal Auditors.
• Must have a dynamic, pro-active approach with excellent communication skills;
• Must be Computer Literate.

African Parks is a non-profit conservation organization founded in 2000 that manages 20 National Parks and protected areas in 11 countries covering over 17 million hectares. This is achieved through long-term agreements with national governments, putting in place funding solutions and establishing good governance and management to achieve ecological, social and financial sustainability.

Objectives
Under the direct supervision of the Senior Financial Controller, the Financial Accountant will have to integrate quickly and demonstrate significantly his/her involvement in the daily life at the service of the Accounting of African Parks. In the absence of the Senior Financial Controller, he/she will have to ensure 100% management of the accounting department without any flaw.

Key Responsibilities
Provider
• Prepare and/or post batches in Serenic supplier invoices.
• Present a statement of account reconciliations based on Supplier statements before channeling the process to the payment stage.
• Inter-exchange with logistics on any issue related to suppliers.
• Participate in the unloading, storage and inventory of stocks (represent finance to logistics), in collaboration with the supplier accountant.
Payroll and staff account
• Analyze staff accounts and report analysis to Human Resources to integrate variables into payroll (payday advance, loan, etc.)
• Record (preparation of batches) in Serenic payroll operations and submit to the assessment of the Financial Controller before posting.
• Ensure the follow-up of operational advances, reminders by email to staff who have not yet justified their advances, etc.
• Monitor the recovery of payday advances, loans, operational advances
Intercompany: APN Disbursement and other AP entities
• Save (batch preparation) in Serenic intercompany operations
• Carry out monthly accounts on the basis of account statements Interco
Other accounting operations
• Save (batch preparation) in Serenic specific writes of various operations.
• Ensure rotations in the department for leave by performing other tasks
• Perform any other task requested by the hierarchy as part of its duties

Other control tasks
• Review procedures to ensure they exist and are being applied
• Propose the revision of procedures if necessary
• Monitor fuel supplies
• Track missing documents in the archives

Qualifications
1. Degree in Accounting or related field and 5 years of experience. (ACCA, CIMA or ZICA will be added advantage)
2. Must be a registered member of ZICA.
3. Previous experience with any Donor-funded programs or External Audit.
4. Results-oriented and focused, with the ability to follow guidelines and controls required of the position.
5. Budgeting, financial analysis, and MS Excel skills required.
6. Proficiency with accounting software.
7. Demonstrated team player with effective cross-cultural interpersonal skills.
8. Ability to follow guidelines and controls required of the position.
9. High level of integrity and impeccable record in previous accounting positions.
10. IT – Word, Excel, Power Point and Outlook.
