About Keepers Zambia Foundation (KZF)

Keepers Zambia Foundation (KZF), established in 1996, is a social justice-focused national non-profit organization working with underprivileged and marginalized women, children, youth, and persons with disabilities in rural and peri-urban communities across Zambia. KZF operates across Climate Change & Environmental Sustainability, Food Security & Climate-Smart Agriculture, Water, Sanitation and Hygiene (WASH), and Social Protection.

Project Background

With support from Global Affairs Canada (GAC) through Oxfam Zambia, KZF is implementing the Integrated Emergency Response for El Niño-Induced Drought Affected Communities in Zambia. The project aims to address the effects of the 2023/2024 El Niño-induced drought by improving food and nutrition security, strengthening protection services, and enhancing access to essential WASH services in vulnerable communities across Southern and Western Provinces.

KZF hereby invites bids from eligible and qualified contractors for the construction of water-borne toilet blocks at selected institutions.

Scope of Works

The assignment includes but not limited to:

  • Construction of water-borne toilet blocks
  • Connection to existing water supply systems
  • Installation of complete sanitation systems
  • Associated plumbing and solar-powered electrical works where applicable

Project Sites:

Western Province:

  • Kabanda Primary School (Kaoma District)
  • Chitwa Primary School (Kaoma District)
  • Nomai Primary School (Mongu District)
  • One additional site (Chilele Ward, Kalabo District – to be confirmed)

Southern Province:

  • Sinazeze Health Facility (Sinazongwe District)
  • Siakabamba Primary School (Sinazongwe District)
  • Ndema Primary School (Namwala District)
  • Mabwetuba Primary School (Gwembe District)

Evaluation Approach & Submission Requirements

All bids will be assessed in a fair and transparent manner based on the following:

  1. Administration (Eligibility and Compliance Requirements) (30%)

    Mandatory documentation must be submitted and signed. Failure to comply may result in disqualification. Bidders must submit the following administrative documents:

    • Company registration (PACRA) _______________ (5%)
    • Valid NCC Certificate _______________________(3%)
    • ZPPA Registration __________________________(3%)
    • Valid Tax Clearance Certificate ________________(3%)
    • TPIN ____________________________________(3%)
    • Workers Compensation Certificate ____________(3%)
    • EIZ License ______________________________(3%)
    • Company profile __________________________(3%)
    • Bank statements (latest 3 months) ____________ (4%)
  2. Technical Capacity and Quality Assessment (50%)

    Evaluation will consider experience, methodology, personnel qualifications, work plan, and ability to deliver quality and sustainable infrastructure.

    • Method statement ________________________ (5%)
    • Work plan and Gantt chart _________________(5%)
    • List of personnel and qualifications _________ (15%)
    • Evidence of similar works (contracts, completion certificates, references) (15%)
    • List of equipment ______________________ (10%)
  3. Financial Proposal and Value for Money (20%)

    Assessment will focus on cost-effectiveness, clarity of pricing, and financial capacity. Completion of the BoQ provided will be the key evaluator. Please be informed that bidders are encouraged to sign the BOQs before submission as not doing so may lead to disqualification.

Bidders may be requested to provide clarifications during the evaluation process. Such clarifications will be limited to submitted information and will not allow modification of bids once submitted.

Any attempt to influence the evaluation process will result in disqualification.

Tender Conditions

Bids must remain valid for 60 days

All submissions must be in English

Late or incomplete submissions will not be accepted

KZF reserves the right to accept or reject any bid
