Job Description:

Leadership, Capacity Development and Strategic Partnering

  • Provide strong, positive and values-based leadership to Finance and Support Services teams, ensuring competent and motivated staff are recruited, developed and retained.
  • Coordinate professional development, orientation, coaching, learning plans and succession planning across finance and support functions, including grants management, risk management, data analytics, data modelling, reporting and leadership.
  • Model Christ-centred servant leadership and support the spiritual and professional development of team members.
  • Actively participate in National Office Senior Leadership Team meetings and relevant strategic regional forums.
  • Support the National Director, Operations and non-finance teams to interpret financial information and understand their financial management responsibilities.
  • Ensure Partnership finance policies and procedures are understood by senior management, operations and technical teams, communities and local partners, as appropriate.
  • Build strong internal and external networks across National Offices, Support Offices, Partnership entities, NGOs, financial institutions and communities.
  • Promote shared resource networks and effective collaboration with Global Financial Solutions and Shared Services.

Stewardship – Cost Efficiency and Effectiveness

  • Ensure effective cost-efficiency and cost-effectiveness measures are in place, implemented and regularly monitored.
  • Provide cost analysis, promote benchmarking and recommend practical actions to improve resource utilization at all levels.
  • Ensure Supply Chain collaboration with other departments to strengthen procurement and payment policies and procedures for goods and services.

Grants Financial Management, Risk and Compliance

  • Provide overall leadership and oversight of the grants finance portfolio, including government, multilateral and private non-sponsorship funding.
  • Minimize the overall grants portfolio at risk through effective monitoring, compliance oversight and timely corrective action.
  • Ensure 100% Labour Distribution Report compliance and timely reconciliation.
  • Ensure 100% Blocked Party Screening compliance and timely clearance of possible hit matches.
  • Support Operations to maintain grant spending and burn rates within acceptable limits.
  • Strengthen the financial management capacity of partners and sub-grantees.
  • Ensure fair and adequate support cost recovery from all funding sources and timely reallocation where grant restrictions or caps apply.
  • Ensure acceptable support costs are built into new grant proposals and contribute to competitive, winning resource acquisition proposals.
  • Oversee grants cash and liquidity management and ensure compliance with donor regulations and grant agreements.
  • Ensure timely submission of accurate donor financial reports to Support Offices and donors.

Financial Planning, Budgeting and Control

  • Advise the National Director and senior leaders on strategic resource acquisition and allocation in line with Partnership guidance and approvals.
  • Coordinate the annual planning and budgeting process and provide technical support to ensure global and regional requirements are met.
  • Review budget alignment across the National Office, projects, grants, MyPBAS and Support Offices.
  • Monitor National Office budgets, cash flow and project funding and provide timely, relevant information to budget managers in collaboration with Operations.
  • Contribute to the development of National Office strategic direction and priorities.
