Project Summary

The Centre for Infectious Disease Research in Zambia (CIDRZ), under the U.S. Department of State-funded Controlling HIV Epidemic Program (CHEP), supports the Government of Zambia in achieving and sustaining HIV epidemic control in line with national and global targets, including the 95-95-95 goals.

The CHEP project focuses on strengthening HIV prevention, care, and treatment services through a person-centered approach, while enhancing maternal, newborn, and child health (MNCH) and Global Health Security (GHS) outcomes. The project operates in close collaboration with the Ministry of Health (MOH) at national, provincial, district, and facility levels to ensure sustainability, country ownership, and transition readiness.

Job summary

Reports to Regional M&E Coordinator. The incumbent is responsible for supporting routine data management, analysis and reporting to ensure timely, accurate and high-quality program data. S/he role focuses on monitoring performance against targets, conducting data quality assurance activities, and providing actionable feedback to facilities and district teams. The incumbent also supports capacity building on HMIS tools, promotes data use for decision-making, and contributes to program improvement through analysis of service delivery data and support to operational research activities.

Main duties

  • Reviews and cleans data generated by the CHEP data management team to ensure accuracy and completeness before reporting.
  • Conducts routine data analysis, including basic trend analysis, to support program monitoring.
  • Compiles and submits timely and accurate reports to management, Ministry of Health (MoH), DoS and other stakeholders using approved templates.
  • Develops simple data visualizations (charts, graphs, slides) to support reporting and presentations.
  • Monitors progress towards program targets and indicators at facility and district levels.
  • Identifies performance gaps and share findings with program teams and facilities.
  • Produces routine facility and district performance summaries highlighting key issues and progress.
  • Tracks and follows up on action points from data review meetings, DQMIS and RDQA activities.
  • Conducts routine data quality checks, verification and validation at facility and district levels.
  • Supports implementation of Data Quality Management and Improvement Systems (DQMIS) and Routine Data Quality Assessments (RDQA).
  • Documents data quality issues and support facilities to address identified gaps.
  • Provides regular feedback to facilities on data quality and reporting performance.
  • Supports training and mentorship of facility and district staff on HMIS tools and reporting requirements.
  • Assists facility staff in improving data collection, documentation and reporting practices.
  • Provides on-site support to ensure completeness and accuracy of HMIS reports.
  • Shares analyzed data and reports with facilities and District Medical Offices (DMOs).
  • Supports facility data review meetings and promote use of data for decision-making.
  • Shares best practices and lessons learned across facilities within the district.
  • Analyzes service delivery data to identify key challenges and areas for improvement.

Qualifications

  • Bachelor’s in Social Sciences/Development studies/ Demography
  • 3 years of HIV service delivery analysis experience
  • Data analysis skills (Excel, SPSS, Power BI)
  • Understanding indicators (KPIs, logframes)
  • Experience with systems like DHIS2
  • Report writing & donor reporting
