alignment with Rwanda's development agenda. It does so by helping to realize the national development goals in three sectors: Agriculture; Renewable Energy; and Water, Sanitation
and Hygiene. SNV supports development in these sectors by working with government, civil society, and private sector organizations. lt does so by providing three types of interrelated
services: capacity development, knowledge development, and supporting evidence-based policy dialogue by national stakeholders.

Program summary

Voice for Change Partnership (V4CP) programme is a multi-country and multi-sector program. The program is funded by the Dutch Ministry of Foreign Affairs (DGIS) and is implemented in six countries, Kenya, Rwanda, Burkina Faso, Ghana, Honduras and Indonesia. This five-year program 2016-2020 aims to strengthen the capacities of Civil Society Organizations (CSOs} to advocate for a conducive enabling environment in WASH,
Renewable Energy, Food and Nutrition Security and Resilience.
ln Rwanda the program will focus on Sustainable Nutrition for All (SN4A) with an emphasis on food security and Nutrition Sensitive Value Chains. The program will be implemented in
conjunction with IFPRI under the leadership of SNV.

Under the Food and Nutrition Security, the program will advocate on four issues

  • The Increased production and consumption of diverse nutritious food;
  • Increased accessibility and use of fortified crops or products;
  • Improved coordination and service delivery of agriculture, food security and nutrition actors and activities at national and district level;
  • Effective allocation of the budget for coordination and relevant agriculture, food security and nutrition activities/interventions/programs.

The main duty and responsibilities of the Communication Officer:

  • Program Communications for advocacy and awareness;
  • Manage all V4CP project digital communications/Social media including online content
    for the V4CP website;
  • SNV V4CP brand and communications by developing stories of change as project
    results;
  • Promote V4CP advocacy work by producing/coordinating communication Materials/resources such as fact sheets and special reports that promote the improvement of food security and nutrition to low-income segment;
  • Provide technical communication support to CSO partners in the production of publications in line with V4CP communication and marketing strategy;
  • Perform public relations function such as issuing press releases, organizing media coverage, briefing media, improving perceptions by providing information on V4CP, its CSO partners, and the public.
  • Handle media relations role to enhance the working relationship between SNV/V4CP and media in coverage for promoting food security and nutrition but also for the strategic positioning of SNV.
  • Quarterly update the V4CP newsletter.
  • Events management: Play a leading role in organizing V4CP project's major events.
  • Monitor and evaluate communication of the project, and provide an overview to head
    office on an annual basis.
  • Support, design and coordinate a short video on the V4CP in Rwanda.

Candidate Profile

  • Education: Bachelor’s Degree in mass communications, journalism, public relations or a related field.
  • Experience: At three years of similar work experience preferably in development work is required. Candidate should be able to work independently — with minimum supervision and guidance from supervisors. Demonstrated and extensive social media experience is an added advantage.
  • Skills: Excellent written and oral English communication skills are required, additional language skills are a plus. Advanced working knowledge of MS Office (Word,PowerPoint, Excel and Publisher). Candidates with basic design and layout skills and
    skilled in using Adobe Photoshop Design and Page maker are an added advantage.
  • Reporting level: Reports to the Country Director
  • Expected Start Date: As soon as possible
